Ukraine: Agree on principles for forming a ruling coalition

Ukraine's Channel 5 television channel reported on November 12 that representatives participating in negotiations to form a ruling coalition - consisting of five parties that received 5% or more of the votes to have a seat in the new 8th Ukrainian Parliament - agreed on a protocol defining the principles for forming the coalition and the government.

The document agreed on November 11 includes 3 parts: General provisions (principles), regulations on the operation of the alliance, and operational direction (reform content: short-term and medium-term priorities).

The coalition agreement will form the basis for the new government's agenda.

The minutes also identified the new ruling coalition members as the Popular Front Party, the Poroshenko Bloc and the Samopomich (Self-Reliance) coalition.

The Radical Party and the Motherland Party (Batkivshina) were also invited to join the coalition.

In addition, members of the ruling coalition cannot be members of the Opposition Bloc or MPs who voted in favor of the "dictatorship laws of January 16, 2014." In case they want to join the coalition, non-partisan MPs must join one of the coalition parties.

The governing body of the alliance consists of the alliance conference and the alliance council. Each party has three representatives in the alliance council, one of whom is the party leader. Each party in the alliance council has one vote.

The text stipulates that "The Union Council shall decide by a 3/4 majority. It shall determine the list of issues to be adopted by consensus".

Regarding the principle of forming the Cabinet, the document states: "The Prime Minister forms the government on the basis of consultation with the coalition in parliament and is responsible for his own work. Individuals cannot be appointed to the position according to the quota principle."

The document also stipulates that ministers will choose their own deputies./.
