Take people's satisfaction as a measure

In 2022, Vinh city will innovate the form of surveying and assessing the satisfaction level of organizations and citizens in the field of administrative reform by coordinating with the city post office to meet and distribute questionnaires to ask for opinions of organizations and citizens who have come to transact at the city's Reception and Results Department.
Thereby, many correct and objective opinions were received about the administrative procedure settlement process in the area. As a result, 98.61% of organizations and citizens were satisfied with the service of the City's Reception and Result Delivery Department. Mr. Nguyen Thanh Tung - Head of Vinh City's Internal Affairs Department said: "In recent years, Vinh City has always identified administrative reform as a key task, one of the three breakthroughs in the city's development in the period of 2021-2025. With the strong direction of the leaders of the City Party Committee, People's Council - People's Committee, the coordination between all levels and sectors, administrative reform work in Vinh City has had positive changes. From 2019 to now, Vinh City has always maintained its leading position among districts, cities and towns in terms of administrative reform ranking index".

In Nghi Loc district, on January 3, 2023, the District People's Committee issued a plan to measure the satisfaction of organizations and people when performing public services in the district. As a result, in the first quarter of 2023, at the District Reception and Results Department, there were 829 assessments through QR code scanning, with a satisfaction rate of 99.76%. In addition, the district also focuses on promoting the application of information technology in administrative and management activities to improve the quality of service to the people. The District People's Committee has issued documents directing departments, branches, communes and towns to focus on implementing tasks on digital transformation, building and developing e-government, towards digital government. Currently, in Nghi Loc district, 15/29 communes have digitized input records when receiving records and administrative procedures.

In the whole province, 100% of records are currently processed electronically and are made public on the Nghe An Provincial Administrative Procedure Information System. As of March 1, 2023, the system has provided: 1,834 public services, including: 816 partially online public services and 1,018 fully online public services. Of which: Provincial level: 1,413 administrative procedures; District level: 302 administrative procedures; Commune level: 119 administrative procedures. 21 departments, branches; 21 districts, cities, towns and 460 communes all handle administrative procedures on the system.
Change from the way the machine operates
As one of the leading units in administrative reform, in 2022, the Department of Finance will also continue to promote the application of information technology in the operations of agencies and units. Typically, in the process of implementing document management and operation on the VNPT - iOffice system, the Department of Finance has integrated electronic digital signatures, helping to send documents quickly and promptly. In addition, in the current management and operation of the State budget, the Department of Finance is implementing its own software, aiming to manage in a closed manner the units in the financial system (Finance, Treasury, Tax...) with the purpose of managing and operating in the most effective way in the use of State money.

Determining administrative procedure reform is one of the prerequisites to improve the investment and business environment, increase investment attraction, and create the most favorable conditions for organizations and individuals in the province. According to Mr. Duong Danh Vy, this is a key task throughout to do well in administrative reform, therefore, in the coming time, the Department of Home Affairs will continue to deploy e-government architecture, IT applications to serve management, operation and public service implementation, ensuring synchronization at all levels; perfecting IT applications within agencies and units.
At the same time, effectively exploiting deployed IT applications such as: Electronic information portal, online meeting system, online public services, shared software of the province, digital certificate application... All aim to build a digital government, increasingly effectively serving the goals of socio-economic development, ensuring national defense and security in the province./.
