Application of information technology in the 2025 Rural and Agricultural Census

On the morning of December 18, the Government held a national online conference to implement Decision No. 484/QD-TTg dated June 7, 2024 of the Prime Minister on organizing the 2025 rural and agricultural census.

Attending the direction at the Hanoi bridge point were comrade Nguyen Hoa Binh - Politburo member, Permanent Deputy Prime Minister, Head of the Central Steering Committee for the 2025 Rural and Agricultural Census; representatives of ministries, departments and branches.

Comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee chaired at Nghe An bridge; also attending were representatives of relevant departments, branches, sectors and units.

Large scale census

According to Decision No. 03/2023/QD-TTg dated February 15, 2023 of the Prime Minister on promulgating the National Statistical Survey Program, the Rural and Agricultural Census is one of the three National Statistical Surveys stipulated in the Law on Statistics, conducted every 10 years. 2025 is the 6th Rural and Agricultural Census in Vietnam and will be conducted nationwide on July 1, 2025.

The 2025 Rural and Agricultural Census collects information groups including:

Current status of agricultural, forestry and fishery production: Number of production units; number of employees and labor structure; working time; Production scale; Production capacity; Status of industrialization, modernization and application of scientific and technological advances in production, application of digital economy; Current status of information access of production units...

Rural situation: Current status and changes in rural socio-economic infrastructure, including information related to the implementation of national goals on new rural areas and advanced new rural areas in the period of 2021 - 2025; Forms of rural economic support; Rural environmental sanitation; Development of agricultural, forestry and fishery production associated with processing, services and tourism...

Information on rural residents:Capital mobilization capacity, borrowing situation, credit access ability of agricultural, forestry and fishery production households; Vocational training for rural workers and implementation results of Party and State policies on rural residents; Electricity and clean water usage situation of rural residents; medical examination and treatment and primary health care.

Reporting at the Conference, Deputy Minister of Planning and Investment Nguyen Duc Tam said that to date, 63/63 provinces and centrally run cities have established provincial steering committees. Each provincial steering committee has about 10 members, headed by the Chairman or Vice Chairman of the People's Committee of the province or centrally run city. The total number of members of the provincial steering committee is currently 675.

Representatives of ministries, departments and branches also gave their opinions on the 2025 Rural and Agricultural Census, emphasizing that this is a large-scale census, so the preparation work must be thorough and complete. Inheriting the lessons and experiences of previous Censuses, this time there must be scientific implementation methods and increased application of technology so that survey information is provided quickly and fully.

Reporting at the conference, comrade Nguyen Van De - Vice Chairman of Nghe An Provincial People's Committee said: The locality has issued a pilot survey plan for the 2025 Rural and Agricultural Census for the two districts of Dien Chau and Do Luong. Ensuring all types of enterprises, cooperatives, farms and diverse agricultural, forestry and fishery households; ensuring 1 plain district and 1 lowland district.

As of December 17, 2024, 20/20 districts, towns and cities have established steering committees with 171 participants; the Standing Committee has 20/20 districts, towns and cities with 185 participants. At the commune level, 18/20 districts have established full commune steering committees with 2,376 people. Currently, some districts are waiting for official procedures for merged communes to be added before January 15, 2025 according to the Central Government's instructions.

In the coming time, the Steering Committee and the Standing Team of Nghe An province will closely follow the General Census Plan and the guiding documents of the Central Steering Committee, participating in procedures such as: Participating in professional training at the Central level, logistical preparations for the general census such as selecting enumerators, making lists, collecting information on sampled households, and other preparations before implementing the entire census on July 1, 2025. Nghe An commits to performing well and ensuring the progress of this general census.

Enhance the application of information technology

Concluding the conference, Comrade Nguyen Hoa Binh - Politburo member, Permanent Deputy Prime Minister, Head of the Central Steering Committee for the 2025 Rural and Agricultural Census emphasized: The 2025 Rural and Agricultural Census is a large-scale census, the results of which will be the basis for assessing the current situation as well as the results of implementing national target programs on industrialization, modernization of agriculture, rural areas and new rural construction.

This survey must strongly apply information technology in all stages, from preparation, information collection, data processing and results publication to improve the quality of statistical information, shorten the process of information processing and results publication.

Require agencies and units to complete the general census plan, ensuring feasibility and suitability with the actual conditions of each locality; select supervisors and statistical investigators; organize training conferences to collect information from household and farm lists before March 2025; provide training on survey forms and information technology application by May 2025.

The Deputy Prime Minister also proposed to strengthen propaganda and mobilization work, create consensus among the people and the participation of information providers...
