Deputy Prime Minister Nguyen Thien Nhan emphasized that training human resources in the nuclear energy sector is a special sector that the country is in great need of, so special mechanisms and policies are needed.

On January 3, Deputy Prime Minister Nguyen Thien Nhan, Head of the National Steering Committee on Human Resource Training in the field of atomic energy, held the 4th working session with ministries and branches to urge progress and decide on a number of important contents related to human resource training for this special field.

Currently, the Ministry of Education and Training has decided to give incentives to students majoring in atomic energy such as: Full exemption of tuition and dormitory fees, excellent students and above receive scholarships of 15 times the tuition fee/month, and good students receive scholarships of 8 times the tuition fee/month.

In addition, students majoring in atomic energy in their final year of the training program, if they achieve good grades or higher, will be considered for admission to study for 6 months in some developed countries in the field of atomic energy. Students who graduate with excellent grades or higher will be transferred directly to the graduate program and do research at home and abroad, and will be given priority to work at atomic energy agencies without having to undergo probation.

For those participating in master's and doctoral training in atomic energy, there are many special incentives, including financial support equal to 30 times the minimum salary of civil servants if their scientific works are published in international scientific journals in the ISI list.

Minister of Education and Training Pham Vu Luan suggested that the Ministry of Finance should be more "open" when building a preferential treatment regime and a truly special scholarship mechanism to attract students to study nuclear power in Russia.

Deputy Prime Minister Nguyen Thien Nhan requested the Ministry of Science and Technology to urgently complete the overall nuclear power demand plan before January 31, 2013 and send it to the Ministry of Education and Training for coordination in implementation. The Ministry of Education and Training will develop a master plan for nuclear human resource training until 2020 and submit it to the Prime Minister before January 31, 2013.

The Ministry of Home Affairs will compile policy recommendations for training participants in the field of nuclear energy and submit them to the Prime Minister in January 2013.

In May 2013, the Ministry of Education and Training submitted to the Prime Minister a project to invest in upgrading existing nuclear energy training facilities.

Regarding the proposal to open a major in atomic energy training at Hanoi University of Science and Technology, Deputy Prime Minister Nguyen Thien Nhan suggested that the Ministry of Education and Training and Hanoi University of Science and Technology should consider it based on the current resources and facilities of the school.

Deputy Prime Minister Nguyen Thien Nhan agreed to assign the Ministry of Education and Training to take care of training university and post-university level human resources in the field of atomic energy, while EVN will be responsible for training post-university level human resources.

The Ministry of Industry and Trade, EVN and the Ministry of Construction are considering domestic enterprises to participate in the construction of the Ninh Thuan nuclear power plant. From now until the end of 2013, the National Steering Committee on human resource training in the field of atomic energy will meet to agree on the program of activities for the 2014-2015 period.

According to EVN’s report, each nuclear power plant in Ninh Thuan has 1,100 employees with a structure of university degrees (442 people), vocational college degrees (461 people) and unskilled labor (197 people). Since 2010, EVN has proactively sent people for training in Russia, Japan, the Czech Republic, France and at the Electricity College in the Central and Southern regions.

Specifically, Factory 1 (in cooperation with Russia) sent 282 people abroad for training, of which 252 people were requested to be trained in Russia. Factory 2 (in cooperation with Japan) sent 100 people for training.
