Prioritize important projects
(Baonghean) - Although investment capital in the field of basic construction investment (CIC) faces many difficulties, due to early allocation of capital, compliance with the Resolution of the District People's Council and the State's Decisions, and at the same time, capital is focused on prioritizing projects that have settled investment capital, important projects, and urgent projects, in Dien Chau, CIC projects are completed on schedule and disbursed quickly.
Dien Trung is one of the most disadvantaged communes in Dien Chau, so in the field of basic construction investment, capital is always prioritized to implement infrastructure projects. This is most clearly shown in the field of education and training. The school system in the commune has been built for a long time, seriously degraded, not meeting the teaching and learning requirements for children, especially for the kindergarten system, lacking classrooms, learning tools, as well as playgrounds... Therefore, in the goal of implementing the school consolidation program in Dien Trung, the commune prioritizes investment in this preschool level and through the State's investment capital, the poor people here have been able to build a 2-storey kindergarten with 10 classrooms. Currently, the project has been completed and put into use to promptly meet the school needs of children in the commune.
It is known that in 2013, Dien Chau district promptly provided the planned capital for this project of 120 million VND and has now disbursed 100%. At the same time, the planned investment capital from the provincial budget for this project was 2,950 million VND, but has disbursed 3,086 million VND (reaching 104.6%). In addition, implementing the sustainable hunger eradication and poverty reduction program, Dien Trung commune has recently received support from the province to invest in a rural road upgrading program (800 million VND) in hamlet 4 and in 2013, the disbursed capital reached 100%.
Mr. Le Manh Hien - Head of Finance - Planning Department of Dien Chau district said: "Implementing Directive 1792/CT-TTg of the Prime Minister on strengthening investment management from the state budget and government bonds, all sectors and levels have innovated their awareness and raised their responsibility for management work. The early allocation of capital for the construction investment plan, compliance with the Resolution of the District People's Council and the State's decisions, has made investors and contractors assigned capital more active in implementation. Capital is focused on prioritizing projects that have settled investment capital, important projects, urgent projects, limiting the approval of new projects, and partially overcoming the problem of scattered investment".

With that approach, in 2013, the progress and disbursement of capital sources were favorable. This was reflected in the investment sector from government bond capital (including projects to drain flood-prone areas, build Dien Chau General Hospital and 5 projects to solidify schools and classrooms). The capital plan for the year was 45,542 million VND and 45,134 million VND was disbursed (reaching 99.1%). Capital source of the National Target Program (Including projects to supply clean water and environmental sanitation in rural areas and schools; Investing in infrastructure and repairing and maintaining works in poor communes on the beach; 2 school projects; New Rural Development Program), the capital plan for 2013 was 19,590 million VND, of which 16,820 million VND was disbursed (reaching 85.9%).
However, for the district budget, the planned capital allocation is 24,672.9 million VND, but the disbursement only reached 66%. One of the main reasons for the slow implementation of projects from the district budget is that the land use fee collection plan did not meet the estimate (estimated at 15/30 billion VND), so the plan for infrastructure investment from the district budget had to be adjusted down.
The highlight of the investment in XDCB in Dien Chau is the implementation of the New Rural Program. Currently, in the communes in the district, the movement of building concrete roads is strongly developing. Dien Thap commune has nearly 1,400 households with more than 5,800 people. In order to effectively mobilize capital from the people to invest in building concrete roads, the commune has assigned the responsibility to the self-management groups in the commune to undertake the work of propaganda, mobilization, investment supervision, publicizing contributions, payments... With that approach, when mobilizing people to contribute from 1.2 - 1.4 million VND/person, it is accepted and the household of Ms. Chu Thi Khuyen - Chairman of the Commune People's Committee participated in contributing 6 million VND.
In the first phase of 2013, Dien Thap commune was supported with 2,250 tons of cement to build 14.5km of concrete road and in the second phase, 120 tons of cement to build an additional 800m. Due to lack of cement support, currently the project in hamlet 7 is still unfinished, the remaining hamlets in the commune have basically completed the concrete road construction.
Ms. Chu Thi Khuyen - Chairman of Dien Thap Commune People's Committee said: "Along with the movement of investing in building roads, in 2013 the State supported the commune to invest in building schools and clean water plants. The commune mobilized more capital from the people to complete the secondary school with a total investment of 2 billion VND and is implementing a clean water plant with a total investment of 24 billion VND".
The movement to build new rural areas in Dien Chau is developing strongly, especially in the construction of rural concrete roads in communes. Recently (phase 1), the province supported nearly 3,196 tons of cement for Dien Hung, Dien Hoa, Dien Thap and Dien Nguyen communes to build 20 km of new roads. In phase 2, the province supported 9,250 tons, the district implemented the construction of 57.5 km of new roads in 16 communes: Dien Hong, Dien Hung, Dien Thap, Dien Loc, Dien Tho, Dien Lien, Dien Phu, Dien Nguyen, Dien Yen, Dien Hoa, Dien Phuc, Dien Minh, Dien Hai...
It can be seen that in 2013, despite the difficulty in capital sources, due to good investment in construction, the progress and quality of construction works were guaranteed, investment efficiency was promoted, and was highly appreciated by all levels and functional sectors.
