Prioritize cement for localities that complete the New Rural criteria

(Baonghean.vn) - On the morning of January 23, 2014, under the chairmanship of comrade Ho Duc Phoc - Secretary of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee met to listen to and give opinions on the results of the implementation of cement loans to support road construction in the first and second phases and discuss the implementation policy for the third phase; the draft on Health Career Development; the project on developing party organizations and party members in private enterprises and foreign-invested enterprises in the period of 2014-2020" and some other contents.

Also attending were representatives of the Organizing Committee, the Central Inspection Committee; comrades Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.

Comrade Ho Duc Phoc chaired the meeting.

Implementing the policy of supporting cement for rural roads, in 2012, districts received 96,534 tons of cement worth 137 billion VND to build 561km of roads, in 2013 the district level received 50,581 tons, costing 79 billion VND, the remaining amount not yet received is 56,114 tons. It can be affirmed that this policy has initially received consensus, mobilized resources from the people to change the face of the countryside, solved the consumption of a large amount of cement inventory for businesses in the area, contributing to accelerating the national target program on new rural construction.

Based on the results achieved and the response of the people, the Provincial Party Committee Standing Committee agreed to propose a policy of buying cement on credit to support localities in building rural roads in the third phase, which is 130,000 tons, building 740km of roads, with an estimated cost of 200 billion. Comrade Ho Duc Phoc noted that the Provincial People's Committee must direct localities to use cement for the right purposes, strictly control the quality of works, encourage communes and hamlets with conditions to expand rural roads, not limited to a range of 3.5m; prioritize cement for localities that have completed the new rural criteria.

Following the meeting this morning, the Provincial Party Standing Committee listened to and commented on the draft Resolution "on developing the health sector" to strive to achieve 8.5 doctors/10,000 people; 30 hospital beds/10,000 people (including 6 private hospital beds); over 90% of commune/ward/town health stations have doctors working; 75% of communes, wards and towns meet the national health criteria; reduce the rate of malnourished children under 5 years old to below 17.5%... Regarding this content, comrade Ho Duc Phoc proposed to study the construction of high-quality health zones to attract investment, improve the quality of medical examination and treatment; develop the pharmaceutical industry, build a pilot family doctor model; implement many solutions to rotate medical staff to the grassroots level and focus on disease prevention and control for the people; pay attention to improving the quality of human resources of medical training schools in the area.

Also in this morning's meeting, the Provincial Party Standing Committee listened to and gave opinions on the project to develop party organizations and party members in private enterprises and foreign-invested enterprises in the 2014-2020 period; and the project to establish the Association of War Veterans in provincial agencies.
