Foreign Affairs Committee reports on China's violation of sovereignty

Up to this point, China continues to carry out its intention to establish sovereignty in Vietnam's exclusive economic zone and continental shelf.

The Chairman of the Foreign Affairs Committee of Vietnam has just sent a letter to the Chairmen of the Foreign Affairs Committees of the Parliaments of other countries, the Secretary General of the Inter-Parliamentary Union and other inter-parliamentary organizations, informing them about the situation of China violating Vietnam's sovereignty in the East Sea, and at the same time expressing gratitude and requesting that parliaments and international organizations speak out to support Vietnam in resolving this issue.

The letter stated: From May 1, 2014 to present, China, with the escort force of hundreds of law enforcement ships, warships and military aircraft, has brought and placed the Haiyang 981 oil rig into operation deep within Vietnam's exclusive economic zone and continental shelf in the East Sea. Peace, stability, security, safety, freedom of navigation and aviation in the East Sea are being seriously threatened.

The National Assembly of the Socialist Republic of Vietnam and the Vietnamese people strongly protest China's violation of Vietnam's territorial sovereignty, sovereign rights, and jurisdiction; serious violation of international law, especially the United Nations Convention on the Law of the Sea (1982) and the Declaration on the Conduct of Parties in the East Sea (DOC) to which China is a signatory; violation of the Agreement on basic principles guiding the settlement of maritime issues between Vietnam and China; and profound damage to the neighborly friendship and solidarity of the people of Vietnam and China.

Throughout the incident, Vietnam has exercised utmost restraint, consistently used peaceful means of struggle on the basis of respect for international law, and resolutely demanded that China withdraw the Haiyang Shiyou 981 drilling rig and its forces from Vietnam’s waters and continental shelf, and restore peace and stability in the East Sea. Individuals, international organizations, and leaders of many countries have voiced their support for Vietnam, stood in solidarity with Vietnam, and protested China’s wrongful actions.

However, up to this point, the situation in the East Sea is still tense, China continues to carry out its intention to establish sovereignty in Vietnam's exclusive economic zone and continental shelf and to realize China's unreasonable nine-dash line in the East Sea. More dangerously, there have been incidents of Chinese ships proactively approaching, threatening, ramming, colliding, damaging, sinking ships, causing casualties to Vietnamese law enforcement forces and fishermen.

For the sake of peace, stability and security in the region and the world, we request that regional and international inter-parliamentary organizations continue to strongly support the just stance of the Vietnamese people. At the same time, take necessary measures and speak out to demand that China comply with international law, respect Vietnam's sovereignty, and immediately withdraw the Haiyang Shiyou 981 oil rig and its escort forces from Vietnam's waters, exclusive economic zone and continental shelf./.
