The Central Inspection Commission decided to discipline many individuals and organizations.
From November 29 to December 1, 2021, in Hanoi, the Central Inspection Commission held its 9th meeting. Mr. Tran Cam Tu, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission chaired the meeting.

At this Session, the Central Inspection Commission (CIC) reviewed and concluded the following contents:
I- Reviewing the inspection results when there were signs of violations against the Standing Committee of the Party Committee of the Border Guard of Tra Vinh province and a number of cadres and party members, the Central Inspection Committee found that:
The Standing Committee of the Party Committee of the Tra Vinh Provincial Border Guard has violated working principles and regulations; lacked responsibility, slackened leadership, direction, inspection and supervision, causing the Provincial Border Guard Command and many related cadres and party members, including key leaders and commanders of affiliated units, to lack self-cultivation and training in political qualities, ethics and lifestyle; violated Party regulations, State laws and regulations of the Ministry of National Defense in the fight against smuggling, in the management and use of finance and assets.
The above violations have caused serious consequences, great damage to State money and property, negatively affected the reputation of the Party organization and the Border Guard force, and caused public outrage. Considering the content, nature, extent, and consequences of the violations; based on the Party's regulations on disciplinary action against violating Party organizations and Party members, the Central Inspection Commission decided to take disciplinary action:
- Warning to the Standing Committee of the Party Committee of the Border Guard of Tra Vinh province for the terms 2015-2020, 2020-2025.
- Expelled from the Party: Colonel Pham Van Tren, former Deputy Secretary of the Party Committee, former Commander of the Provincial Border Guard; Lieutenant Colonel Nguyen Van Hung, former member of the Provincial Border Guard Party Committee, former Deputy Secretary of the Party Committee, former Chief of the Border Guard Station at Truong Long Hoa Port; Senior Lieutenant Son Hoang Ngu, officer of the Border Guard Station at Truong Long Hoa Port; Lieutenant Colonel Le Van Phuong, former Deputy Head of the Waterway Traffic Police Department, Tra Vinh Provincial Police and Pham Ho Hai, Chief Representative of Can Tho Maritime Port Authority in Duyen Hai, Tra Vinh Province.
- Remove from all Party positions: Colonel Nguyen Van Ri, former Party Secretary, former Political Commissar of the Provincial Border Guard; Lieutenant Colonel Nguyen Quoc Vien, Deputy Chief of Staff of the Provincial Border Guard, Secretary of the Party Committee of the Staff Department, former Deputy Secretary of the Party Committee, former Chief of Long Vinh Border Guard Station and Major Nguyen Minh Son, member of the Provincial Border Guard Party Committee, Deputy Secretary of the Party Committee, Chief of Long Vinh Border Guard Station.
- Warning to Mr. Do Huu Loc, Provincial Party Committee member, Party Secretary, Political Commissar of Tra Vinh Provincial Border Guard.
The Central Inspection Committee proposed that the Secretariat consider and discipline Mr. Pham Thai Son, Deputy Head of the Logistics Department, Border Guard Command, former member of the Provincial Party Committee, former Deputy Secretary of the Party Committee, former Commander of the Border Guard of Tra Vinh province.
- The Central Inspection Commission requested the Provincial Party Committee Standing Committee and the Provincial Border Guard Party Committee Standing Committee of Tra Vinh Province to seriously review, learn from experience, direct and consider responsibilities, and discipline organizations and individuals related to the above violations.
II- Continuing to review and discipline a number of individuals related to violations by the Party Executive Committee of the Ministry of Health for the 2016-2021 term, the Central Inspection Committee decided to impose disciplinary action: Warning on Mr. Nguyen Nam Lien, Deputy Secretary of the Party Committee, Head of the Party Organization Committee of the Ministry, Secretary of the Party Committee, Director of the Department of Planning and Finance.
Reprimanded Mr. Nguyen Huy Quang, former member of the Standing Committee, former Chairman of the Party Committee's Inspection Committee, former Party Cell Secretary, former Director of the Legal Department and Mr. Tran Quy Tuong, former Party Cell Secretary, former Director of the Information Technology Department, Ministry of Health.
The Central Inspection Commission proposed that the Secretariat consider and discipline Mr. Cao Minh Quang, former member of the Party Executive Committee, former Party Committee member, former Deputy Minister of Health.
III- After reviewing the Disciplinary Action Proposal Report of the Standing Committee of the Quang Ninh Provincial Party Committee, the Central Inspection Commission found that:
The Standing Committee of the Co To District Party Committee for the 2020-2025 term was irresponsible, lax in leadership, direction, inspection and supervision, allowing a number of cadres and party members, including key cadres, leaders and heads, to lack self-cultivation and training in political qualities, ethics, lifestyle, and violate the Regulations on what party members are not allowed to do and the Regulations on exemplary responsibility.
Mr. Le Hung Son, Provincial Party Committee member, District Party Committee Secretary, Chairman of Co To District People's Committee violated the Working Regulations, lacked self-cultivation and training, seriously violated political qualities, lifestyle ethics, violated the Regulations on what Party members are not allowed to do, the Regulations on exemplary responsibility, and had improper relationships with subordinate cadres.
The above violations have caused public opinion, negatively affecting the reputation of the Party organization, the government and the image of cadres and Party members.
Considering the content, nature, level, and consequences of the violation; based on the Party's regulations on disciplinary action against violating Party organizations and Party members, the Central Inspection Commission decided to issue a disciplinary warning to the Standing Committee of the Co To District Party Committee for the 2020-2025 term and proposed that the Secretariat consider and issue a disciplinary warning to Mr. Le Hung Son.
The Central Inspection Commission requested the Standing Committee of the Quang Ninh Provincial Party Committee to seriously review, learn from experience, strengthen leadership, direction, inspection, and supervision of management, education, training of cadres and party members, and implementation of labor discipline.
IV- Considering the Report proposing disciplinary action of the Standing Committee of Lao Cai Provincial Party Committee, the Central Inspection Commission found that:
Mr. Dam Quang Vinh, Provincial Party Committee member, Party Secretary, Chief Inspector of Lao Cai province, was dishonest in reporting, declaring his personal history, using illegal diplomas, violating party member standards, party committee member standards and regulations on what party members are not allowed to do.
The Central Inspection Commission requested the Secretariat to consider and discipline Mr. Dam Quang Vinh; requested the Standing Committee of Lao Cai Provincial Party Committee to seriously review and learn from experience in personnel management.
V- Reviewing the results of monitoring a number of party organizations and party members, in addition to the advantages, the Central Inspection Commission found:
1- The Standing Committee of the Provincial Party Committee and the Standing Committee of the Son La Provincial Party Committee still have a number of violations, shortcomings, limitations, and lack of responsibility in leadership, direction, inspection, and supervision, allowing a number of violations and shortcomings to occur in land management and use and implementation of investment projects.
The Central Inspection Commission requested the Standing Committee of the Provincial Party Committee and the Standing Committee of the Son La Provincial Party Committee to seriously review, learn from experience, promptly overcome the violations, shortcomings and limitations that have been pointed out; and report the results to the Central Inspection Commission.
2- The Party Executive Committee of Gia Lai Provincial People's Committee for the 2016-2021 term and the Deputy Secretary of the Provincial Party Committee, Secretary of the Party Executive Committee, Chairman of Gia Lai Provincial People's Committee have a number of violations and shortcomings in advising on the promulgation and implementation of the Working Regulations; lack of responsibility, laxity in directing, operating, and managing the implementation of projects, allowing many violations and shortcomings in planning, management, land use, investment, bidding and environmental protection, etc. The above violations and shortcomings of the Party Executive Committee and the Deputy Secretary of the Provincial Party Committee, Secretary of the Party Executive Committee, Chairman of Gia Lai Provincial People's Committee need to continue to be inspected and clarified.
VI- Considering the results of the inspection of the implementation of inspection, supervision and disciplinary tasks within the Party for the Standing Committee of the Provincial Party Committee and the Provincial Party Committee's Inspection Commission; and the inspection of party finances for the Standing Committee of the Hai Duong Provincial Party Committee, the Central Inspection Commission found that:
In addition to the advantages, the Standing Committee of the Provincial Party Committee and the Inspection Commission of the Hai Duong Provincial Party Committee also have a number of violations, shortcomings, and limitations in leadership, direction, organization, implementation of inspection, supervision, and disciplinary enforcement tasks within the Party and the management and use of Party finances and assets. The Central Inspection Commission requests the Standing Committee of the Provincial Party Committee and the Inspection Commission of the Hai Duong Provincial Party Committee to seriously review, learn from experience, and promptly overcome the violations, shortcomings, and limitations that have been pointed out.
Also at this session, the Central Inspection Commission discussed and gave opinions on the draft Regulation of the Politburo on disciplinary action against violating party organizations and party members; the report summarizing 10 years of implementing the Politburo's Conclusion on the Party's Inspection and Supervision Strategy until 2020 and considered and decided on a number of other important contents./.
