The report assessing the implementation of the 2012 socio-economic development plan; the direction and tasks of the 2013 socio-economic development plan, by Deputy Minister of Planning and Investment Nguyen The Phuong, affirmed that in recent years, implementing the Resolutions of the Central Committee, the Politburo, the National Assembly and the Government, all levels and sectors have made great efforts and achieved certain results.
The socio-economic situation has had positive changes in the right direction. Solutions to curb inflation and stabilize the macro-economy have continued to be effective. Credit interest rates have decreased, credit structure has changed towards increasing credit for agriculture, rural areas, exports, small and medium enterprises, supporting industries, etc. Social security and social welfare have been ensured. Administrative reform, handling of complaints and denunciations, and the fight against corruption, practicing thrift and combating waste have changed.
In addition to the achieved results, the Report also pointed out that the socio-economic situation still has shortcomings and limitations: The macro-economy is not really stable; there is still a risk of high inflation returning. The 5 basic socio-economic plan targets are likely to not reach the plan; the total investment capital for social development is lower than the plan; the lives of a part of the population are facing difficulties; corruption and social evils, crimes are still complicated...
In the last months of 2012, the solutions that need to be focused on are to focus on removing difficulties and supporting production and business in the spirit of Resolution No. 13/NQ-CP on solutions to remove difficulties for production and business, creating conditions to promote production and business development, increase purchasing power, boost consumption of goods without causing macroeconomic instability and high inflation again; proactively manage to control inflation, stabilize the macro economy; ensure social security, sustainable poverty reduction, ensure national defense and security, and strengthen anti-corruption.
The general goal for 2013 is to strengthen macroeconomic stability; lower inflation, higher growth than in 2012. Accelerate the implementation of 3 strategic breakthroughs associated with economic restructuring, transforming the growth model. Ensure social security and social welfare. Improve the effectiveness of foreign affairs and international integration. Strengthen national defense, security and ensure political and social stability. Create a more solid foundation for development in the following years.
Contributing his opinion to the Report, delegate Cao Sy Kiem said that out of the total 15 targets set by the National Assembly in the 2012 plan, it is expected that 10 targets will have the potential to be achieved and exceeded, while the 5 targets expected to not be achieved are all important targets, namely the growth rate of gross domestic product (GDP), the ratio of total social development investment capital compared to GDP, job creation, the reduction in the poverty rate and the forest coverage rate.
Delegates commented that there is a “discrepancy” between reported data and reality; proposed solutions are far from reality… Therefore, the Report needs to focus on assessing what has not been done in 2012, and at the same time, clearly analyze the causes to have solutions to overcome and repair to create trust for the people and businesses.
Assessing that 2013 will continue to face many difficulties, delegates said that in determining solutions, it is necessary to combine short-term and long-term solutions; transparency and publicity are needed for people to understand.
Many delegates emphasized the management role of the state; strengthening discipline and implementation... Some opinions said that in the implementation solution, it is necessary to choose breakthrough areas that have a great impact on society to implement in order to truly create change.
Speaking at the meeting, Vice Chairwoman of the National Assembly Nguyen Thi Kim Ngan assessed that the Report had been relatively complete and had overcome the limitations of previous years, which was to balance the economic and social assessments. Opinions at the meeting provided a lot of information to better assess the country's socio-economic performance.
The Vice Chairman of the National Assembly suggested that the targets that have been reduced or not achieved should be analyzed clearly and accurately, analyzing the current state of the economy. Through the comments, the drafting committee will review and adjust to contribute to completing the report before submitting it to the National Assembly.
The Government's submission on the draft Land Law (amended) clearly states the purpose of amending the Land Law to meet the requirements of socio-economic development in the period of accelerating industrialization and modernization of the country; developing a socialist-oriented market economy and international integration; exploiting, using economically and effectively, maximizing land potential and resources for socio-economic development; improving the effectiveness and efficiency of state management of land; strengthening the role of state management agencies on land from the central to grassroots levels...
The draft Land Law (amended) consists of 14 chapters and 194 articles. Compared to the 2003 Land Law, the draft Land Law (amended) has 6 more chapters and 48 articles.
Deputy Chairman of the Economic Committee Nguyen Duc Kien commented that the report summarizing 10 years of implementing the Land Law did not mention how many of the total number of lawsuits were related to assets on land, how many were related to land, and how many were related to land clearance unit prices... The delegate suggested that the drafting committee cooperate with the Government Inspectorate to clarify and compile statistics on lawsuits related to land. The delegate suggested that the role of the owner in chapters such as the chapter related to land valuation should be further clarified.
Many opinions agree with the draft Land Law (amended) which stipulates the establishment of national, provincial and district-level land use planning and plans; supplements the establishment of land use planning and plans for socio-economic regions and integrates this planning into national land use planning and plans; integrates commune-level land use planning and plans into district-level land use planning and plans. This will overcome the lack of connectivity and synchronization in planning between provinces and regions; contribute to improving the quality of planning, while saving costs and shortening the time for land use planning, especially at the commune level.
Regarding the land recovery mechanism, the draft Law stipulates that the State proactively recovers land according to the announced land use planning and plans, organizes compensation, support, and resettlement to create a "clean" land fund; then the State allocates or leases land for use for national defense, security, national interests, public interests, or auctions land use rights, allocates or leases land to implement investment projects for socio-economic development.
Delegates discussed issues of land allocation; land valuation; handling of land recovery cases due to violations; mortgage of assets attached to land use rights at foreign banks.../.
