The National Assembly's Law Committee conducted a survey at Vinh Airport.
(Baonghean.vn) - On the morning of July 7, 2014, the Law Committee of the National Assembly conducted a survey on the implementation of civil aviation laws at Vinh City Airport.
Comrade Phan Trung Ly, Member of the National Assembly Standing Committee, Chairman of the National Assembly Law Committee, was the head of the delegation. Also attending the meeting were Comrade Pham Quy Tieu, Deputy Minister of Transport, and on the side of Nghe An province, there were Comrade Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee, and leaders of a number of provincial departments and branches.

In order to have a practical basis for revising and perfecting the draft Law amending and supplementing a number of articles of the Law on Civil Aviation of Vietnam, to be submitted to the National Assembly for approval at the 8th session of the 13th National Assembly, the Law Committee of the National Assembly organized a survey on the implementation of the law on civil aviation at Vinh Airport, Nghe An province.
At the working session, the survey delegation listened to reports from representatives of the provincial People's Committee, leaders of the Northern Airport Authority, leaders of Vinh Airport, a number of airlines and agencies and enterprises on the implementation of the law on civil aviation at Vinh Airport. The Vinh Airport Authority is a department under the Northern Airport Authority, performing the function of state management of aviation at Vinh Airport. After more than 5 years of operation, the representative of the Vinh Airport Authority has performed well the function of state management of civil aviation at Vinh Airport; promoted the role of the agency in charge of coordinating the handling of incidents arising at the airport; organized inspections and supervision of compliance with regulations on aviation safety standards, aviation security, etc.
Delegates also pointed out the advantages and difficulties and proposed recommendations to amend and supplement the draft Law on Civil Aviation and related documents such as land management, airport planning; aviation security; policies for officials, civil servants and employees at the Port Authority.
Also in the morning of the same day, the survey team of the Law Committee and representatives of the Ministry of Transport and related sectors worked with the People's Committee of Nghe An province to listen to the report on the plans to adjust the planning of Vinh Airport into an international airport by 2030 and orientation to 2050. Attending the meeting were comrade Ho Duc Phoc, Secretary of the Provincial Party Committee, representatives of the leaders of the Provincial People's Committee, relevant departments, branches and sectors.

According to Resolution No. 26/NQ-BCT dated July 30, 2013, Nghe An province is clearly identified as the center of the North Central region and Vinh airport is upgraded to an international airport. Therefore, Vinh airport has an important position in the socio-economic development, security and defense of the entire North Central region. Passenger volume is approximately 1 million passengers/year (2013) with an average growth rate of 43.89%/year, the highest in the country. Due to the limitation of air clearance, the inability to extend the runway according to the approved planning project, Vinh airport cannot receive large-body aircraft such as Boeing 777, 747 and equivalent, not meeting the development needs in the future. Therefore, the study and adjustment of the Vinh Airport Master Plan for the period of 2030 and orientation after 2050 is very necessary, in accordance with the development of the country, the North Central region and Nghe An province. At the meeting, the delegates heard the Consulting Unit present 3 options for building a new runway.
