On March 28, at Military Region 9, Can Tho City, the National Defense and Security Committee, the 13th National Assembly held its 8th plenary session to discuss the content of the Law on amending and supplementing a number of articles of the Law on Fire Prevention and Fighting (PCCC), supervising the promulgation of legal documents detailing and guiding the implementation of the Border Guard Ordinance and the Commune Police Ordinance, and the Review of the Ordinance on National Defense Work in State agencies at the central and local levels. Comrade Huynh Ngoc Son, Vice Chairman of the National Assembly attended and chaired the conference.

The Law on Fire Prevention and Fighting was passed by the 10th National Assembly, 9th session on June 29, 2001 and took effect from October 4, 2001. After 10 years of implementation, the provisions of the law have come into life, creating a legal basis for determining the responsibilities of all agencies, organizations and individuals in fire prevention and fighting work... Thanks to that, the number of fires and damages caused by fires have been controlled, fire prevention and fighting forces have promptly extinguished over 28,000 fires, rescued and guided thousands of people to escape.

At the meeting of the Standing Committee of the National Defense and Security Committee, the necessity of amending and supplementing the current Law on Fire Prevention and Fighting was basically agreed upon because the Law on Fire Prevention and Fighting was issued and has been in effect for nearly 12 years. During the implementation process, the law has revealed many inadequacies and problems that need to be amended and supplemented to suit the requirements of economic and social development and to strengthen state management of fire prevention and fighting in the new situation.

In particular, the discussion focuses on 4 issues in the draft Law: Regulations on fire prevention service business; regulations on responsibilities of heads of agencies, organizations, and households; regulations on fire prevention for some special types of constructions; building fire prevention forces and policies for civil defense forces.

Also on March 28, the National Defense and Security Committee approved the content of Supervision of "the issuance of legal documents detailing and guiding the implementation of the Border Guard Ordinance". This Ordinance was approved by the Standing Committee of the 9th National Assembly on March 28, 1997, effective from April 7, 1997. The Border Guard Ordinance (BĐBP) and documents guiding its implementation have concretized the Party's guidelines and policies on protecting the Fatherland, building the armed forces in general, and the BĐBP in particular, meeting the requirements of building, managing, and protecting national sovereignty and border security.

Many major policies of the Party and State in the new situation have been concretized by legal documents for the Border Guard to carry out its tasks, gradually build a modern and disciplined force, to firmly protect the sovereignty, territorial integrity, national border security, maintain order and social safety in border areas, seas and islands of the Fatherland...

However, the implementation of the Border Guard Ordinance currently faces a number of difficulties and shortcomings, such as: there are no legal documents regulating and assigning specific functions and tasks of forces in management and protection in coastal economic zones and border economic zones, leading to overlapping functions, tasks and areas of operation of forces in the same area; the regime and policies for the Border Guard are not synchronous and not suitable for border protection tasks, especially in difficult and arduous areas...

Concluding the first working day, Comrade Huynh Ngoc Son, Vice Chairman of the National Assembly, said: “The opinions in the meeting will be handed over to the standing members and there will be an official review report, specifically the issues that have been concluded and raised. The issues that need to express opinions, there are opinions like this and like that, but the general opinion of the Committee is what the comrades in the committee members need is clear in the review report combined with the additional opinions of the drafting committee, which will create conditions for the National Assembly delegates to discuss and pass”./.
