The Standing Committee of the National Assembly discusses the draft Law on Civil Registration.
On the afternoon of August 13, under the chairmanship of Deputy Speaker of the National Assembly Uong Chu Luu, the Standing Committee of the National Assembly discussed and gave opinions on the draft Law on Civil Registration.

According to the Government's report, in recent years, the registration and management of civil status in our country has made relatively stable progress and achieved concrete results, such as the consolidation and improvement of the system of civil status registration and management agencies and the staff working in civil status at all levels; the creation of civil status data with long-term storage and use; and the reform of administrative procedures in civil status registration and management...
However, in the context of the country entering a new stage of development, with the process of industrialization, modernization, and increasingly deep international integration, the registration and management of civil status records has revealed many limitations and shortcomings. Therefore, the promulgation of the Law on Civil Status is essential to create a long-term, stable, and unified legal basis for the registration and management of civil status records; at the same time, to overcome existing shortcomings and inadequacies and to create a strong transformation in this work towards professionalism, modernity, and suitability to the requirements of national development in the new era.
According to the Government's submission, the draft Law on Civil Status clearly defines the content and principles of civil status registration; rights and obligations regarding civil status registration; authority and procedures for registration and certification of civil status; civil status database; civil status registrars; and the responsibilities of state agencies in managing civil status. The draft Law on Civil Status consists of 6 chapters and 68 articles regulating: civil status registration; civil status database; civil status registrars; and the responsibilities of state management regarding civil status.
During the session, the majority of members of the National Assembly Standing Committee disagreed with some of the contents, articles, and clauses of the draft Law on Civil Registration. According to the members of the National Assembly Standing Committee, the contents of the draft Law on Civil Registration have not addressed the existing shortcomings and inadequacies in the registration and management of civil records.
Members of the National Assembly Standing Committee also argued that civil registration cannot replace household registration; the provisions on civil registration, personal identification numbers, and methods of requesting civil registration in the draft Law on Civil Registration are still general and unclear. In particular, the draft Law on Civil Registration has not reduced or replaced existing documents used by citizens such as identity cards, household registration books, and passports; on the contrary, it may cause administrative inconvenience for citizens.
According to members of the National Assembly Standing Committee, many provisions of the draft Law on Civil Registration do not clearly reflect the position and role of assisting the State in managing citizens; at the same time, it increases the number of personnel and the budget for paying salaries to those working in civil registration...
Concluding the discussion session, Vice Chairman of the National Assembly Uong Chu Luu emphasized that certain provisions of the draft Law on Civil Registration do not adequately protect the interests of the people and do not meet the requirements of civil registration and management.
The Vice Chairman of the National Assembly suggested that the drafting agency should coordinate with the Ministry of Public Security, the Ministry of Interior, and the National Assembly's Law Committee to review, study, and reconsider all necessary and unnecessary contents of the draft Law on Civil Registration to ensure the interests of the people and the State.
