PV: In 2013, Nghe An Transport sector left its mark in many fields. Could you please tell us about the breakthroughs of the sector in the past year?

Comrade Nguyen Hong Ky:2013 continued to be a difficult year in general, natural disasters and floods caused many serious consequences, however, Nghe An's transport sector overcame difficulties and achieved many results in many fields. One of the special highlights was that the Department called for investment attraction: National Highway 1 project, Quan Hanh - Quan Banh section, worth 1,000 billion VND, government bond capital: 200 billion VND, Truong Bon historical relic site restoration and conservation project; investment in construction of DT535, QL46 avoiding Vinh, railway overpass; Cua Lo Port, opening Vinh - Vientiane flight route; investment in construction and handover of temporary terminal of Vinh Airport.

Many important traffic routes such as: National Highway 1A expansion investment project, section Km368+400 (Nghi Son) - Km402+330 (Cau Giat); National Highway 1A upgrade and expansion project, Dien Chau - Quan Hanh section, National Highway 15A upgrade and expansion project, Vinh - Cua Lo Boulevard, DT534, DT535, road connecting National Highway 46 with National Highway 1A bypass... projects are being accelerated. These are mostly key traffic projects, playing a special role in the socio-economic development of the province, while contributing to promoting the socio-economic development of the whole region. The establishment of the Nghe An Road Maintenance Fund has created favorable conditions for state management of traffic infrastructure development as well as ensuring financial resources for the maintenance of road and bridge works in the province.

In 2013, passenger and cargo transport achieved a fairly high growth rate compared to the same period in 2012. Many types of transport, diverse modes of transport, meeting diverse market demands, air transport developed strongly. In order to meet the travel needs of the people and serve the socio-economic development of the province, along with increasing the frequency of existing flights, the Vinh - Vientiane; Vinh - Lien Khuong (Da Lat) international flight routes were opened this year. The Ministry of Transport also decided to allow the adjustment of the planning of Vinh Airport to suit the need to open more international routes at Vinh Airport.

A highlight of the transport management in 2013 is that the Department of Transport has strengthened the inspection and rectification of transport activities. In addition to regularly organizing inspections of transport conditions at transport enterprises, the authorities have organized many inspections and handled violations of road and inland waterway traffic safety at transport enterprises, bus stations, water ports and the activities of drivers, assistants and vehicles during traffic.

Thanks to that, in 2013, the traffic safety situation in the area has changed significantly, curbing the increase in traffic accidents. Traffic accidents have decreased compared to the same period last year in all 3 criteria (number of cases, number of deaths, number of injuries). With the application of IT in administrative procedure reform, the training, testing, issuance and exchange of driving licenses (GPLX) are resolved quickly and conveniently for the people. The management of issuing and exchanging driving licenses according to the new process is increasingly modern (changing driving licenses with PET material). Implementing the return of driving licenses by post, looking up driving licenses online, creating conditions, reducing costs and travel time for people.

Reporter: One of the key areas that localities in the province focus on implementing in the national program on new rural construction is rural transportation. Could you please tell us how the Department is interested in directing this work?

Comrade Nguyen Hong Ky:The highlight of the performance of the Transport sector in recent years is the movement to build rural roads that has been widely deployed throughout the province. In particular, the Provincial People's Committee has issued a decision to support cement for rural roads to implement the National Target Program on New Rural Construction, so the movement to build concrete roads in communes in the province has developed strongly and achieved good results. Sectors and levels, especially districts, have made great efforts to mobilize people's strength, use local budgets, integrate programs and projects, and mobilize people to donate hundreds of hectares of land to build roads. The estimated volume of work to be carried out in 2013 is to build and upgrade 560 km, including 110 km of asphalt roads, 250 km of concrete roads, 200 km of graded roads, and 560 culverts of all kinds. Not only investing in building main roads, but also many bridges and culverts on the roads leading to the commune centers of all districts, including remote and border communes, have been invested in building, bringing practical effects to people's lives. The Department actively implemented the plan to build a system of bridges and upgrade ferry piers, the total number of bridges under construction is 9 bridges and has invested in upgrading 31 ferry piers.

Reporter: Resolution 26 of the Politburo on the direction and tasks for the development of Nghe An province until 2020 is considered as "the main road has been opened", the provincial transport sector will create a breakthrough to demonstrate its role as a lifeline, always "going ahead, paving the way", contributing significantly to creating momentum for the socio-economic development of the province?

Comrade Nguyen Hong Ky:The task of the transport sector in the coming year is to effectively implement the programs and plans set out, striving with the whole country to successfully implement the goals in Resolution 26 of the Politburo on the direction and tasks of developing Nghe An province until 2020. Review, adjust, supplement, and develop plans, projects, mechanisms and policies on transport development. Focus on directing, drastically implementing and achieving good results the plans, plans, mechanisms and policies approved by the Provincial People's Committee. Strengthen the direction of traffic safety work, well manage the transport infrastructure system, improve the quality of training, testing and granting of driving licenses, and the quality of vehicles through inspection, meeting the increasing needs of society, and facilitating the people. Continue to promote administrative reform, simple, clear and quick procedures, creating strong changes in administrative reform.

The Department will focus on directing the completion and speeding up the progress of projects under construction such as: Chau Thon - Tan Xuan Road (phase 2); Western Nghe An route (phase 2); Provincial Road 535 Vinh - Cua Hoi section; Vinh - Cua Lo Boulevard; Project to preserve and embellish Truong Bon historical relic site; National Highway 1 from Dien Chau - Quan Hanh and Quan Hanh - Quan Banh; tourist route to Dai Hue mountain, Nam Dan district; upgrading and expanding National Highway 15A section Km301+500-Km333+200; connecting road from National Highway 1A - Nghia Dan district - Thai Hoa town; WB Project, Provincial Road 534 section through Yen Thanh district, road connecting National Highway 46 with the National Highway 1A bypass; Actively complete suspension bridges for handover in 2014: Cay Mit, Khe Tang, Ben Muoi bridges;... Complete procedural documents, attract capital sources to invest in construction of projects: Khe Ang Bridge, Nghia Dan district; flood prevention points on National Highway 48; upgrade and expand National Highway 48, section Km20-Km33 and continue to seek support from central and local ministries, branches to attract capital sources to implement a number of projects such as: Railway overpass at National Highway 46; Railway overpass at the intersection of National Highway 48 with National Highway 1 and suspension bridges; coastal road from Nghi Son - Cua Lo; Nam Dan Town bypass, Yen Xuan bridge, 3rd year of rural transport project... The Department continues to actively coordinate to speed up the progress of projects such as: Cua Lo Port, Dong Hoi Port, Vinh Airport, National Highway 1 Hoang Mai - Dien Chau section, National Highway 7, National Highway 48, border patrol road, ADB5 project, ODA,...

Transport is a special sector, responsible for keeping the country's traffic arteries open. Transport development creates conditions for socio-economic sectors to develop, effectively contributing to Nghe An's successful implementation of Resolution 26 set forth by the Politburo.
