-Need to invest and upgrade infrastructurerural transport

From 2006 to now, the districts have mobilized the people and many sources of capital to build 1,245 km of asphalt roads and 1,580 km of concrete roads. Of which, 25 roads have been invested in communes without car roads to the center, roads from commune centers to villages, roads from villages to villages. In addition, 10 suspension bridges have been built and put into operation, 8 bridges are under construction to replace ferry piers, upgrade passenger piers across the river with capital from WB, ADB, JBIC, Luxembourg.

However, compared to the requirements of development, the rural transport system is still poor. Many communes have roads to the center that cannot be used in all four seasons, there are no bridges across rivers, many areas are flooded, and traffic roads have not been invested in, so there are many difficulties in responding to storms and floods. District and commune roads are mostly dirt and stone roads, with narrow surfaces, small scale, large slopes, lacking traffic safety systems, and unsatisfactory constructions on the routes. Rural roads managed and maintained by districts and communes have a short lifespan because maintenance and upkeep are carried out but are limited due to lack of funds and are not given due importance. Many roads that have only been put into use for 2-3 years have seriously degraded.


It can be said that the quality of rural transport infrastructure is a hot issue that many voters in localities have focused on petitioning and reflecting on in recent times. Many voters hope that the People's Council and authorities at all levels will pay more attention to the issue of rural transport infrastructure to create momentum for economic development, ensure national defense and security and facilitate people's travel and production.

Currently, in Vinh City, it can be seen that traffic safety violations are very common, especially among young people. The most common violations are not wearing helmets and carrying more people than the prescribed number. The peak is during the holidays, for example, during the recent Lunar New Year, people traveling on the road almost did not wear helmets and "carelessly" carried 3 or 4 people. Similar situations occur not only in Vinh City but also in districts and towns.


In 2012, the National Traffic Safety Committee identified the Traffic Safety Year with the theme: "Establishing traffic safety discipline and order nationwide and combating traffic congestion in major cities. At the same time, strongly launching a movement for the entire population to participate in maintaining traffic safety order, overcoming traffic congestion and building culture in every ward, commune and residential area".

Compared to previous years, when there was only a national traffic safety month, this year, the whole year is determined to be a national traffic safety year. With the drastic participation of the authorities and the increased awareness of the people, it is hoped that the national traffic safety year will truly create a "push" in re-establishing traffic safety order in general and Nghe An in particular.


With the functions and tasks prescribed in the Law on Organization of People's Councils and People's Committees at all levels, it is necessary to strengthen supervision of Traffic Safety Committees at all levels, in order to contribute to the successful implementation of the set goals of the Traffic Safety Year.
