Personnel work plays a key role in Party building. Throughout its history, our Party has always paid attention to finding talented and virtuous people to supplement the training team and arrange them into leadership positions in the political system at all levels. Nominating and recommending cadres is very important. Therefore, closely binding the responsibility of the nominator and recommender of cadres is the key point in personnel work to truly find virtuous and talented cadres for the leadership apparatus at all levels and at the Central level.

At the recent National Cadre Conference, General Secretary and President Nguyen Phu Trong emphasized: Cadre work in general and Congress personnel work in particular are of special importance, but also extremely complicated and difficult.

I introduce Mr. A, I introduce Mr. B to see how you are? Relatives often give gifts, are close, flatter and like to introduce... Right from the initial introduction stage, it is not really fair and objective. This is certainly not something that does not exist in life, not daring to say "cronies", like or dislike. In case you do not know, then it is okay.".

Ambassador, Professor, Doctor Vu Duong Huan - former Director of the Diplomatic Academy affirmed: For the first time, the head of the Party mentioned the responsibility of the nominator and recommender, this is a very correct approach to building a team of cadres with Heart and Talent:“Many previous terms have nominated cadres who later did not meet the requirements, even going to jail. The person who recommends is very important, if the recommendation is correct, good cadres will be selected, if the recommendation is wrong, it will be harmful to the country. Therefore, there must be responsibility in recommending cadres. The problem is raised very correctly, increasing responsibility not only for the person himself but also for the nominating agency itself, there have been cases of recommendations that did not meet the requirements.”

The key to the personnel work in preparation for the Congress is to tightly bind the responsibility of the person nominating and introducing cadres. Because, in a group, not all of them raise their hands to introduce one person at the same time, but there must be someone to propose and initiate. The person nominating and recommending must have time to bond with the person being nominated and recommended. They must understand more clearly the talent and morality of the person being nominated and recommended, not introduce them in a haphazard way, with friends or relatives, or even "buy and sell positions" and then blame the group if there are consequences. The problem is how to separate individual responsibility from collective responsibility.

Should the nominee write in writing to take responsibility?

Mr. Nguyen Tuc - Member of the Presidium of the Central Committee of the Vietnam Fatherland Front proposed: The person who nominates and recommends must be responsible for the moral qualities of the comrades he/she recommends:I suggest that the comrade himself must write a document and be responsible for evaluating the moral qualities of the comrade he recommends, and sign it. Currently, the person who recommends is the Provincial Party Secretary and presents it to the Standing Committee. The Standing Committee agrees, then the whole village is in harmony. But who is the first to propose? The first person to propose must have a document. Like in the past, the introduction to the Central Committee was not only the Organizing Committee, but also the Central Committee members. Whoever recommends must write a document and be responsible for their own recommendation.

It must also be seen that the nominee must compare himself with the Party's standards and conditions. What are the standards and conditions for holding that position and what are the requirements for training, expertise, understanding, leadership, and task performance? Vice Chairman of the National Assembly's Committee on Social Affairs Bui Sy Loi affirmed: Those who do not meet the standards, conditions, and professional capacity should not run for office. If the person nominated cannot do the job, the nominator must be responsible to the Party.

Our Party says: If you want to participate in a leadership position, you must be introduced by the Party Committee. As a Party member, you must know whether you are old enough to run for election or not? Do you have the capacity to hold that job or not? And do you have the specialized training or not? Not all cadres are good at everything.”

General Secretary and President Nguyen Phu Trong has repeatedly emphasized that it is necessary to clearly define requirements, standards, structures, and quantities, but first of all, standards must be ensured. In the relationship between quantity and quality, quality is important. It is necessary to select cadres who have good moral qualities, are loyal to the Fatherland, the Party, and the people, and who have intelligence, vision, strategic thinking, and both virtue and talent. In the selection process, the responsibility of the person nominating and recommending cadres to key leadership positions at the central and local levels must be emphasized first.
