Minister and Head of the Government Office Nguyen Van Nen explained: “At that time, the investigation agency did not have enough evidence to prove his violation of the law, so Mr. Son continued to perform his duties normally. Only when there was evidence that Mr. Son had violated the law, did the investigation agency apply preventive measures.”

Regarding why Mr. Son's violations occurred a long time ago, during the time he was the General Director of Ocean Bank but was still a candidate recommended for a higher position (Chairman of the Oil and Gas Group), the Minister said that when conducting the appointment procedures, no violations were discovered.

“Originating from the case of Ha Van Tham, former Chairman of the Board of Directors of Ocean Bank, when the investigation was expanded, the investigating agency discovered that Mr. Son had committed two crimes: intentionally violating the principles. If, for example, during the appointment procedure, a violation was discovered and an agency did not do what it was supposed to do, the investigating agency will verify it,” the Minister acknowledged.

The Government spokesman said that to appoint officials to positions like Mr. Nguyen Xuan Son, the process is "quite strict" such as: comments and assessments, considering conditions, assessing standards... and all are "publicly transparent and democratic", with the opinions of each organization with the function of managing officials.

“In the appointment process, the most important thing is the evaluation of cadres (in terms of capacity, ethics, etc.). This is the most difficult step and is also the issue that the Party is focusing on improving,” the Minister added.

Previously, on the afternoon of July 21, the Ministry of Public Security's Investigation Police Agency issued a decision to prosecute and execute an arrest warrant against Mr. Nguyen Xuan Son.

The investigation agency determined that during his time as General Director of Ocean Bank, Mr. Son was an accomplice with Ha Van Tham, former Chairman of the Board of Directors of Ocean Bank, committing the crime of abusing position and power while performing official duties, as prescribed in Article 281 of the Penal Code and the crime of intentionally violating State regulations on economic management causing serious consequences.
