The Office of the President promulgates 4 laws and 1 ordinance

On the morning of July 5, at the Presidential Palace, the Office of the President held a press conference to announce the President's Order on promulgating four laws: the Law on Anti-Terrorism; the Law on Science and Technology; the Law on Natural Disaster Prevention and Control; the Law on National Defense and Security Education; and the Ordinance amending and supplementing a number of articles of the Ordinance on Foreign Exchange.

Prevent and effectively combat terrorist activities

The Law on Prevention and Counter-Terrorism consists of 8 chapters and 51 articles, effective from October 1, 2013. The Law stipulates principles, policies, measures, and forces for prevention and counter-terrorism; international cooperation and responsibilities of agencies, organizations, and individuals in preventing and countering terrorism.

According to the provisions of the Law, the Steering Committee for Anti-Terrorism is established at 3 levels: national, ministerial and provincial. Members of the Steering Committee for Anti-Terrorism at all levels work part-time.

The anti-terrorism force includes agencies and units under the Ministry of Public Security and the Ministry of National Defense assigned to carry out anti-terrorism tasks and other forces mobilized to participate in anti-terrorism. When terrorism occurs, many forces can be mobilized to handle the incident, in which the functional agencies and units under the People's Public Security and the People's Army are the core...

There are preferential policies in the use of human resources, scientific and technological talents.

Consisting of 11 chapters and 81 articles, compared to the 2000 Law on Science and Technology, the Law on Science and Technology has many new contents, more clearly defining the tasks and principles of scientific and technological activities; State policies on science and technology development..., in accordance with the requirements of Resolution 6 of the Central Committee (11th tenure).

One of the new points of the Law is the provision of incentives in the use of human resources and scientific and technological talents; attracting individuals working in science and technology who are Vietnamese people living abroad and foreign experts... The Law takes effect from January 1, 2014.

Mobilizing all resources to prevent and combat natural disasters

Effective from May 1, 2014, the Law on Natural Disaster Prevention and Control consists of 6 chapters and 47 articles stipulating the State's policies on natural disaster prevention and control and resources for natural disaster prevention and control activities (human resources, materials, means, equipment, information systems, necessities, financial resources, etc.). The Law stipulates natural disaster prevention and control activities in a cycle of 3 stages: prevention, response and overcoming the consequences of natural disasters.

The Law also stipulates that households and individuals must proactively implement measures to prevent and combat natural disasters for themselves and their families; comply with the guidance, direction and command of competent agencies and individuals; and participate in supporting the community in preventing and combating natural disasters. This is a regulation aimed at socializing the work of preventing and combating natural disasters, mobilizing all resources to carry out the work of preventing and combating natural disasters, ensuring the safety of life and property, and minimizing damage caused by natural disasters.

The State ensures resources for national defense and security education activities.

The Law on National Defense and Security Education consists of 8 chapters and 47 articles, effective from January 1, 2014. The Law stipulates that training in national defense and security knowledge for subjects in state agencies, organizations, political organizations, and socio-political organizations is implemented uniformly nationwide. Managers of non-state enterprises and non-public service units must participate in training in national defense and security knowledge.

Outstanding individuals and prestigious people in the community who are eligible for training in national defense and security knowledge are dignitaries, religious officials, village elders, clan leaders, cultural, social, scientific and artistic activists.

Create conditions for healthy development of the foreign exchange market

The Ordinance amending and supplementing a number of articles of the Ordinance on Foreign Exchange amends and supplements 22 articles; adds 3 new articles; abolishes 1 article; amends 2 chapters compared to the Ordinance on Foreign Exchange. The Ordinance takes effect from January 1, 2014.

Regarding the foreign exchange market, the exchange rate mechanism and the management of gold and foreign exchange, the Decree removes the "foreign exchange desk" as a member participating in the foreign exchange market because this is only a unit authorized by credit institutions to conduct transactions with customers.

To comply with the Law on the State Bank of Vietnam, the Ordinance stipulates that the State Bank shall announce exchange rates, decide on exchange rate regimes and exchange rate management mechanisms.

The State Bank manages gold in the State foreign exchange reserves, manages and organizes the import and export of gold in the form of blocks, bars, grains, and pieces, and manages gold in foreign accounts of residents according to the provisions of law.../.
