"Gold thieves" continue to rampage in Cam Muon (Que Phong)

Recently, the Provincial People's Committee's interdisciplinary team organized a raid, basically driving all "gold bandits" out of the area in Huoi Hang, Cam Muon Commune - Que Phong. The team handed over the cleared area to Que Phong District Police and Cam Muon Commune People's Committee for management. However, when the working team had just withdrawn, the "gold bandits" continued to act, causing public indignation. So, is there any "protection" for the "gold bandits" to act rampantly?

Present at Hang Nho stream, we could not help but feel sad because the forests were dug up to find gold, causing devastation, "gold thieves" carved "rat holes" from the top to the foot of the mountain, "holes on top of holes". A leader of the Provincial People's Committee's Working Group 163 (called Group 163 for short) said: "Gold thieves" also went to Khe Tam area to exploit, this area is close to Pu Huong Nature Reserve. Here, "gold thieves" dug under the stream bed and dug holes on high mountains. Khe Tam area is rumored by many to be the "navel" of gold, so many people disregarded the danger to dig tunnels to find gold hoping to change their lives. Faced with the above situation, Working Group 163 coordinated with Que Phong District People's Committee to deploy Plan No. 52/KH-UBND dated April 23, 2013 and organized forces to enter the Hang Nho and Khe Tam areas to conduct the second sweep.

From April 24-26, the Working Group coordinated with the forces of Que Phong district to expel over 110 illegal gold miners (mainly local people); dismantled 23 shacks, confiscated 10 24 horsepower generators and continued to make a record of handover to the People's Committee of Cam Muon commune for management to prevent recurrence. However, up to this point, after the Working Group of the Provincial People's Committee withdrew, the "gold bandits" continued to enter the Hang Nho stream area to mine.

It is known that after the first and second raids, Working Group 163, in addition to handing over the management to Cam Muon Commune, in which Cam Muon Commune Police and Que Phong District Police were assigned to send forces to guard and prevent "gold bandits" from entering to exploit. But it is not clear why "gold bandits" still flood in to exploit blatantly. Responding to this issue, Mr. Ngoc - Head of Que Phong District Police, explained: With only 5-6 police officers, how can we stop them, they also threaten to cut the water pipeline, which will be a disaster. According to Mr. Ngoc, this responsibility lies with... the commune. However, when we talked with Mr. Lu Thanh Binh - Chairman of Cam Muon Commune People's Committee, he said: Illegal gold mining has calmed down, if it happens again, we will come in to check.



"Gold thieves" destroy forests in Cam Muon (Que Phong)

Public opinion is skeptical about the negative effects when local authorities allow "gold bandits" to openly and illegally mine gold in Cam Muon commune. Not only that, "gold bandits" also bring in machinery to operate, even set up tents and drag water pipes from the stream to use water cannons to "shoot" gold. Authorities need to investigate and clarify the responsibility of local authorities, especially the functional forces assigned to guard, for allowing "gold bandits" to continue to openly operate in Cam Muon (Que Phong).

On May 2, 2013, the Chairman of Nghe An Provincial People's Committee issued an Official Dispatch "On rectifying illegal gold mining activities in Que Phong and Tuong Duong districts". The Official Dispatch assigned the Chairmen of the People's Committees of Que Phong and Tuong Duong districts specific tasks to rectify illegal gold mining in the area, including notable contents such as: "Directing the Chairmen of the People's Committees of relevant communes to strictly implement the state management of mineral activities; establishing inspection teams to inspect and clarify the responsibilities of the Chairmen of the People's Committees of communes for allowing illegal mineral mining activities; suspending the position of Chairmen of the People's Committees of communes who lack a sense of responsibility and cover up violations. Provincial Police: Continue to direct professional forces, district police to closely coordinate with the Inter-sectoral Working Group, local authorities to strengthen inspection, detection, prevention and effective combat against all types of crimes and violations of the law in mineral activities".
