Therefore, it cannot be said that Ms. Van built it illegally as reflected by a few households and the opinion of comrade Nguyen Huu Thong.

While answering the author, comrade Nguyen Huu Thong - Vice Chairman of the Commune People's Committee may not have been calm or did not have enough information, so he thought that Ms. Van built the kiosk without a contract and needed to be reviewed and resolved. Comrade Thong answered like that, maybe because comrade Thong was just a Vice Chairman, so he did not fully understand this issue and provided incorrect information.
