In late August, the weather at noon in the border area of ​​Keng Du commune, Ky Son district, bordering Vietnam with Laos, was still extremely hot. Thoong Dam Kham Vieng Xay thought this was a favorable time to transport a large quantity of drugs to Vietnam. But he did not expect that no matter what the weather was like, no matter how cleverly disguised, the border guards had already figured out his scheme and were just waiting for the right opportunity to stop his illegal actions.

After a long time of wandering in the deep, remote forest to monitor and set up a camp, at 1:15 p.m. on August 25, in Keo Con village, Keng Du commune, Ky Son district, the Drug and Crime Prevention Department, Keng Du Border Guard Station in coordination with My Ly Border Guard Station, Nghe An Border Guard, Nghe An Customs Drug Control Team and Ky Son District Police successfully fought against Project 384L, arrested Thoong Dam Kham Vieng Xay, seized 5,200 synthetic drug pills, 1 kg of opium right at the scene.

When they saw Thoong Dam Kham Vieng Xay appear in the ambush, the detectives approached and knocked him down. Although he fought back fiercely, with his battle prowess and martial arts skills, the detectives of the crime-solving force did not give him a chance to escape - Lieutenant Colonel Le Tham Muu - Deputy Head of the Drug and Crime Prevention Department of the Nghe An Border Guard, who has many years of experience fighting drug crime cases, recounted.

Thoong Dam Kham Vieng Xay (born in 1997), residing in Phieng Hong village, Bo Nhia village cluster, Noong Het district, Xieng Khouang province (Laos), is a young and healthy man who often goes to the forests bordering Vietnam and Laos to exploit wood.

After the Lao government decided to close the forest, Thoong Dam Kham Vieng Xay, who was lazy and loved to have fun, contacted drug dealers and transporters in the area to participate in transporting drugs for hire.

After a while, Thoong Dam Kham Vieng Xay also became an important link in the chain of illegal drug transportation from the other side of the border to Vietnam for consumption. Knowing the terrain, through crossing the border, the subject found ways to connect with drug dealers in Vietnam, from there finding ways to transport drugs from the other side of the border to Vietnam to sell for profit.

The subject's actions were detected and monitored by the Nghe An Border Guard force. However, because the subject was familiar with the terrain and routes on both sides of the border, the authorities encountered many difficulties in the process of fighting. However, with the determination not to let Thoong Dam Kham Vieng Xay continue to sow white death in Vietnam, in July 2019, the Nghe An Border Guard established a special project codenamed 384L with the determination to fight and arrest this core subject.

Skilled and experienced scouts from the Nghe An Border Guard were mobilized to participate in the project. From that point on, all activities of Thoong Dam Kham Vieng Xay were closely monitored.

Over time, the detectives reported that the subject often personally transported goods to trade with the ringleaders. At the end of August, Thoong Dam Kham Vieng Xay prepared a large quantity of goods to ship to Vietnam for consumption. Posing as a man selling seafood, Thoong Dam Kham Vieng Xay crossed the border, carrying a large amount of drugs disguised in styrofoam boxes to Vietnam for trading.

However, Thoong Dam Kham Vieng Xay's shipment was stopped when he had just crossed the border 5 km; in Keo Con village area, Keng Du commune, Ky Son district (Nghe An), the Drug and Crime Prevention Department, Keng Du Border Guard Station in coordination with My Ly Border Guard Station, Nghe An Border Guard, Nghe An Customs Drug Control Team and Ky Son District Police successfully fought against Project 384L, ensuring absolute safety, arresting Thoong Dam Kham Vieng Xay who was illegally transporting drugs with evidence of 5,200 synthetic drug pills and 1 kg of opium.
