In Ve village, Yen Na commune (Tuong Duong), Lo Van Binh (born in 1974) is known as a bad guy. Although his family is poor and has many siblings, Lo Van Binh refuses to work to support his family and help his parents. He is lazy and loves to play, so he only studied until grade 2, then dropped out of school, followed his friends to hang around, enjoy life, and then fell into the vortex of illegal behavior. When he reached adulthood, Binh got involved in drugs and often stole. In 1997, Binh was sentenced to 5 months in prison by Tuong Duong district police for theft. In 2003, the district police filed a case and sent him to a 2-year rehabilitation center. After completing his time at the rehabilitation center, in 2005, when he was just 30 years old, Lo Van Binh became heavily addicted to drugs and was arrested by Ky Son district police for illegal drug trafficking. For this act, he was sentenced to 9 years in prison. In 2013, Binh returned home after completing his prison term. It was thought that the rehabilitation process would help him awaken and start a new life, but on the contrary, Binh continued to delve deeper into the path of crime with more sophisticated and daring tricks. To express himself, Binh tattooed all kinds of shapes on his body, especially he equipped himself with 2 guns (one homemade and one military gun), always carrying them with him. He often sought out the "brown fairy", buying them to sell and to use. When his addiction increased over time, the money from selling drugs was not enough to meet his demand for higher and higher doses, he thought of a way to steal and rob property, in the process of carrying out his actions, he often carried a gun with him.
According to records provided by the Tuong Duong District Police, from 2012 until his arrest (June 2014), Lo Van Binh successfully committed 3 robberies, specifically: On March 28, 2014, he robbed Lo Van Ly, residing in La village, Luong Minh commune, Tuong Duong, of 300,000 VND; on March 31, he robbed Hoang Van Bien, residing in Pha Khom village, Yen Tinh commune, Tuong Duong, of 900,000 VND. On June 6, he robbed Ninh Van Trong and Luong Ly Na, both residing in Na Khom village, Yen Na commune, Tuong Duong, while they were trapping birds. When Trong and Na did not have money to pay Binh, he fought back. During the struggle, Trong jumped in and took the gun that Binh was carrying, then handed it over to the police. On June 16, Lo Van Binh borrowed a Sirius motorbike from Moong Van May, a resident of Huoi Cut village, Yen Na commune, and then sold it for 1,200,000 VND. He used the money from the sale to buy drugs for himself.
Caught in the net
Major Lo Van Loa, Investigator, Deputy Captain of the Social Order Crime Investigation Police Team, Tuong Duong District Police, said: From the end of March to the beginning of May 2014, the District Police Department continuously received information that in Doc Moi area, Ve village, Yen Na commune (the area adjacent to Ban Ve Hydropower Plant), there were consecutive robberies, especially involving the use of guns. Determining the complexity of the case, the District Police Department decided to establish a case to fight. Project 234C was established immediately after that. Under the direct direction of Colonel Nguyen Van Hung - Chief and Major Tran Ngoc Tu - Deputy Chief of the Investigation Police Department, along with officers, soldiers, and experienced investigators were mobilized to join the case.
After screening and classifying the subjects, it was determined that the perpetrator of many robberies that caused public outrage and concern was Lo Van Binh. Through studying the files and related documents, it was clear that Binh was a serious drug addict, and recently he operated with extremely sophisticated and aggressive methods and tricks, and always carried a gun with him. Therefore, to investigate and come to a decision to solve the case, arrest the "old fox" while ensuring the safety of the members of the Task Force and the subject was not easy.

Faced with a difficult situation, a detailed and specific plan to solve the case was drawn up. At around 1:30 p.m. on June 28, 2014, while the suspect was hiding in the forest, the reconnaissance teams suddenly raided and arrested the suspect in a safe situation. Lo Van Binh, the cunning drug addict and dealer, was handcuffed and taken to the police station.
Major Lo Van Loa, who directly arrested the subject in the case, added: To capture Binh, it was not easy at all, the criminal investigators had to secretly monitor the subject's movements so as not to lose track. There were times when the information source had enough basis to control and arrest the subject, but because there were people, they were afraid of not being safe, so they could not proceed with the arrest, only when the most favorable opportunity was decided to solve the case. The achievement of capturing Binh was a great feat of the entire Task Force. The subject was caught, the members of the Task Force and the people were safe, which was an unexpected success. Doc Moi was able to return to peace.
