When mentioning him, the local people always admire the bravery of a commune police officer. Thanks to him, the security situation in the commune has improved significantly in recent years, he always devoted himself to the peaceful life of the people. In this poor rural commune, everyone knows about small incidents that happen. A typical case is the case of Mr. HV T in Tho Tien hamlet who used a weapon to beat Mrs. NT T and Mr. TQ C in the same hamlet, causing injuries and destroying property. T also arrested Minh, the biological child of Mr. C and his wife. Considering the complicated case, the subject was very violent and hooligan, with his professional experience and determined to protect Minh's life, after trying to persuade him but the subject was still stubborn, Mr. Quang bravely knocked T to the ground, took the knife and arrested the subject. He asked the people to take Minh to a medical facility for treatment, he himself took T and Mr. C and his wife to the hospital because during the fight, both sides were seriously injured.

He and the commune police force bravely controlled and arrested 4 subjects in Dien Chau district who used weapons to fight with local youths and fiercely resisted the commune police force; arrested a subject who stole cows from the people and many subjects who illegally used and traded firecrackers, who had to submit to the bravery and courage of Hoang Van Quang. Mr. Tran Phuc Sinh, Tho Dong village, Quynh Tho commune, Quynh Luu district said: "Since comrade Quang became the commune police chief, the security and order situation has been very secure, the people have great trust. Comrade Quang dares to think, dares to do, dares to sacrifice. There were many incidents at night, the village could not solve, when the people called, comrade Quang sent people or went directly down immediately, not letting the incident drag on."

Meeting with the Chief of Police of Hoang Van Quang Commune, he impressed us with his integrity and determination as a police officer. Sharing with us, he said: He grew up from the work of the Youth Union and the youth movement, and held the position of Secretary of the Commune Youth Union. In 1994, he joined the local police force, then studied the profession of a commune police chief at the People's Security College 1. After completing the program, in 2010, he was trusted by his superiors to be assigned the task of Chief of Police of Quynh Tho Commune.

As a Commune Police Chief, he always identifies the most important task as ensuring security and order in the area, focusing on coordinating with local associations and organizations to actively propagate the building of a mass movement to protect national security; participating in crime prevention and control, coordinating to resolve and reconcile conflicts and minor incidents at the grassroots level.... Under his leadership, the Quynh Tho Commune Police force has promptly detected, arrested, and prevented many cases of law violations in the area. For many years, the Quynh Tho Commune Police Department has always been recognized as a Winning Unit, with no complicated criminal cases in the commune, no traffic accidents, reduced crimes and social evils, and recognized as a drug-free area. Mr. Hoang Van Quang himself was also awarded a Certificate of Merit by the Chairman of the Provincial People's Committee for his exemplary work, bravely pursuing criminals, contributing to ensuring security and order at the grassroots level for the peaceful life of the people.
