Currently, the work of ensuring traffic safety and urban order in the area for the goal of "clear roads and airy sidewalks" is being implemented quickly and effectively...

Cua Nam ward has many large-scale businesses. Up to now, on many streets of the ward such as Phan Dinh Phung, Nguyen Sinh Sac, the situation of encroachment on corridors, sidewalks and arbitrary erection of canopies for trading and business has been common. In conjunction with the strategy of clearing traffic safety corridors and urban order of the City People's Committee according to Directive 05, the ward has widely deployed in 16 residential areas on the public address system, organizing the signing of commitments to all residential areas with over 640 related households. In this spirit, the Ward People's Committee requires households to comply with the urban planning, absolutely not to trade on corridors, sidewalks, and at the same time, to cut off their canopies. After the strategy of simultaneous clearance, Nguyen Phong Sac and Phan Dinh Phung streets are 2 out of 31 streets in the first phase of the City's strategy that have completed the clearance early.

Ms. Le Thi Loan, owner of a furniture store on Phan Dinh Phung Street, Cua Nam Ward, said, "Only when the road is clear and the sidewalk is airy will the street be beautiful and business will last long. Since the beginning of March, we have voluntarily removed the roofs and signs and returned the sidewalk corridor to the ward."

Lieutenant Colonel Cao Dang Duong - Head of Cua Nam Ward Police, said: implementing the strategy to ensure traffic safety and urban order in the area, the unit has consulted and coordinated with the ward and the urban rules team to participate in eliminating complex urban order gathering places in block 1. The force has participated in protecting the sidewalks and clearing the roads, especially the illegal construction of tents and encroachment on the trading corridor along Phan Dinh Phung Street. In particular, due to the need to make a living, the awareness of many people about ensuring urban order such as bread vendors and wheelbarrow carts on Nguyen Sinh Sac Street is very difficult. The functional forces continue to join hands, remind, inspect, and handle encroachment and violations of order in the area, considering this a regular responsibility to contribute to building a civilized and modern city.

Up to now, along the two main streets of Phan Dinh Phung and Nguyen Phong Sac, the situation of private sidewalk trading and business is strictly observed. The streets are wide and traffic is convenient. The remaining 10 fishbone roads in the ward have been dismantled by households themselves, restoring order and urban landscape.

However, according to Mr. Tran Van Tri - Vice Chairman of the People's Committee of Cua Nam Ward, in the 3 routes assigned by the City People's Committee in the first phase, Tran Hung Dao Street (the West borders Doi Cung Ward, the East belongs to Cua Nam Ward) is in the process of organizing the clearance but the ward cannot implement it because on the route there are 28 households still using the land area outside the traffic boundary because this land belongs to households that have not been compensated by the state for clearance. Regarding this, the Ward People's Committee has made a list of each specific individual household and sent it to the Provincial Traffic Safety Committee, the City People's Committee and included it in the settlement plan according to the plan of the Provincial People's Committee and the City in 2013. In addition, in the process of organizing the clearance, some routes of the wards such as Quang Trung and Hong Son were not implemented synchronously, causing many impacts on the people, including the implementation of dismantling and cutting of mobile roofs. According to Mr. Tri, after removing the corrugated iron roof that affected the sidewalk and urban landscape, there was no re-encroachment, but there was a situation of making mobile roofs, especially on Phan Dinh Phung Street. The Ward People's Committee has sent a specific document to the City People's Committee to get feedback from the people about some issues related to the roofs.

It is known that the People's Committee of Cua Nam Ward has planned to organize a general clearance campaign in early July to return the roads that have been reoccupied or violated to their original state after clearance. The Ward considers this an important criterion in 2012 to bring Directive 05 into life.
