On the afternoon of September 11, during the inspection program in Nghe An, the Interdisciplinary Inspection Team inspected, investigated, and surveyed the implementation of laws on investment and business conditions in the fields of Health, Natural Resources and Environment, Labor - Invalids and Social Affairs according to the establishment decision of the Minister of Justice, working directly at the Department of Natural Resources and Environment.
According to the report of the Department of Natural Resources and Environment, in order to monitor the implementation of the law, the Department has advised the Provincial People's Committee to issue many legal documents, guide the Department of Natural Resources and Environment of districts, cities and towns to direct and urge production and business establishments to carry out environmental protection work; organize dissemination, training, professional guidance, and inspect the implementation of the work of monitoring the implementation of the law.
The Department of Natural Resources and Environment has established a synchronous and effective coordination mechanism between levels, departments and branches; increased professional and specialized support and provided and exchanged information to effectively and comprehensively implement state management of natural resources management, associated with the specific responsibilities of each relevant agency and unit.
Regarding the inspection of law enforcement monitoring, the Department has inspected the law enforcement on handling administrative violations of 19 organizations, advised and criticized 2 district People's Committee Chairmen, and reviewed 23 Chairmen of the People's Committees of communes along the Lam River. At the same time, it has organized many inspections of the law enforcement of the sector on land use, mineral exploitation, water resources, and environmental protection.
The Department has focused on reviewing, amending and supplementing legal regulations on land, environment, minerals and water resources under the authority of the Provincial People's Committee to strengthen state management and resolve backlogs and practical problems. The promulgation of regulations has been relatively timely, complete, consistent, synchronous and feasible.

However, the Department of Natural Resources and Environment also self-assessed that the coordination between relevant sectors in implementing the law enforcement monitoring work was sometimes not close, sometimes overlapping, so the results were not really outstanding; The capacity and ability to organize, implement and apply the law of a part of the staff and civil servants were not thorough and lacked experience.
Through monitoring the situation of law violations by organizations and individuals in the area in 2018, there was a downward trend compared to the previous year. However, law enforcement was still inadequate, affecting the legitimate rights and interests of people and businesses.
At the meeting, members of the inspection team contributed many ideas to clarify this work at the Department of Natural Resources and Environment. Mr. Vo Van Ngoc - Deputy Director of the Department of Natural Resources and Environment and leaders of the departments directly discussed the contents requested by the team and at the same time reported on the difficulties and shortcomings in the QPPL documents during the implementation process.
The representative of the inspection team highly appreciated the results achieved by the Department of Natural Resources and Environment in monitoring the implementation of laws on investment and business conditions. The team also shared the difficulties and problems raised by the Department and said that they would record and summarize them to report to the competent authority for consideration and resolution.
