As reported, the Noi Bai – Lao Cai expressway was deployed from 2008 until December 2013, and has opened 26km from Soc Son district (Hanoi) to Tam Duong district (Vinh Phuc).
A few days after the opening, many people in Chan Son village, Huong Son commune, Binh Xuyen district, Vinh Phuc brought nails and wooden sticks to the highway to block vehicles, putting pressure on the project management board.

According to Ms. Vu Thi Oanh (Chan Son village, Huong Son), since the road passed through, the solid 2-storey house has cracked in many places, and the glass doors have also broken due to the strong vibrations.
The family has sent petitions to the People's Committee of Huong Son commune and the project management board many times, but so far they have not been resolved.
Ms. Oanh was upset: “During the construction process, they used pile drivers, rollers… Every time these vehicles operated, they vibrated a lot. We sent many complaints but no one came to resolve the issue, so we pulled up to the highway to block the vehicles.
After that car accident, someone came to measure and concluded that my house would only be compensated for the outbuildings, but not for the 2-story house. I found it so unreasonable that I have not received any compensation. Now my whole family lives in this house and we don’t know when it will collapse.”
Similarly, Mrs. Tran Thi Loan’s family had to report to the commune People’s Committee to request permission to demolish their level 4 house because it had many cracks due to the impact of the highway construction. However, to date, her family has not received any compensation from the project.
“The compensation for the outbuildings of other people’s houses was more than 5 million VND, but my house has a level 4 house plus two outbuildings, but the compensation is only more than 3 million VND, so I do not agree. The house has been demolished, but we have to receive that compensation, how can we live?” – Ms. Loan said.
It is known that in addition to the above 2 households, Chan Son village has 32 other households in the same situation. Due to being too upset about the compensation and not being given a specific explanation, at around 1:00 p.m. on January 8, many people gathered on the Noi Bai - Lao Cai highway to block the road, not allowing vehicles to pass.
The minister was also blocked.

After 2 times of people blocking the road, on January 1, 2014, the project management board also went down to work with 34 households and made a commitment that by January 8, they would resolve and support the repair of cracked houses at the People's Committee of Huong Son commune.
However, during the working process (January 8), the two sides could not agree on the issue, so on January 8, people went up to the highway to spread nails and use wooden sticks to block the road.
Notably, at the same time, Minister of Construction Trinh Dinh Dung was on a business trip here and was also stopped by people. With no other choice, Minister Dung's car had to turn back.
On the afternoon of January 8, immediately after receiving the information, Mr. Dao Xuan Binh - Chairman of the People's Committee of Huong Son commune directly came to explain and ask people not to do so. And by January 9, according to our records, the above situation no longer existed.
According to Mr. Binh, the Noi Bai - Hanoi expressway project running through the locality still has some problems.
One is that the declaration of all the regimes for the people is slow. Two is that during the declaration process, many households suffered losses but the project management board has not declared everything to the people. Three is that the settlement process is too rigid.
According to regulations, only buildings 50m from the highway will be compensated, but houses '51-52m from the road' will not be compensated, causing frustration among residents.
Fourth, many households live next to each other, but some households are compensated and some are not, but there is no explanation for the people to understand.
According to Mr. Binh, currently, nearly 100 households in the whole commune have been affected. Now the road is open but the households have not yet received compensation.
