Why should the Party worry about its cadres?

It is time to innovate the work of cadres; it is time for cadres to meet all the requirements of their tasks in the new situation; it is time for there to be no more room for corruption and negativity in the work of cadres; it is time for incompetent "children of the boss" to be eliminated; it is time for the people to truly trust the Party's cadres.

But to do so, the prerequisite is to have a new resolution to overcome long-standing weaknesses in personnel work. This is also one of the important contents discussed and decided at the 7th Central Conference, term XII.

“Cadres are the root of all work”, “All successes or failures are due to good or bad cadres”. President Ho Chi Minh’s thoughts on cadre work have always been applied by our Party throughout the process of leading the country.

Such application is demonstrated by resolutions and specialized directives related to organizational and personnel work; regulations on title standards and criteria for evaluating cadres.

Therefore, over the years, the majority of the staff has been good, the "root", and the decisive factor in the great achievements of historical significance in the country's innovation process.

But why, up to this point, is our Party so worried about its cadres? Why is the people's trust in the Party's cadres gradually eroding? Why is there an increasing gap between "cadres" and "people", making it difficult to have a common voice in all areas of social activities?

There is such concern because “A large number of cadres and party members, including those in leadership and management positions, including some high-ranking cadres, have degraded in political ideology, ethics, lifestyle, opportunism, pragmatism, chasing fame, money, competing for position, localism, corruption, waste, arbitrariness, and lack of principles”. Because, “Self-criticism and criticism in many places are formalistic; there is still a state of deference, avoidance, and fear of conflict”. Because, “Corruption, waste, and negativity are still serious, concentrated among party members holding positions in the state apparatus”, as stated in the Resolutions of the 4th Central Committee, Session XI and Session XII.

There is such concern because there has not been a major breakthrough in the innovation of personnel work, and "cadre evaluation is still the weakest link through many terms". Therefore, there is a situation of cadre evaluation in the style of "caressing" and flattering each other; creating a "mutual love" civil service; creating a group of cadres who, for the sake of group interests, monopolize policies and disregard the law.

There is such concern because, it seems that everywhere, key positions have been "planted" for cadres appointed in a "super-fast" and unclear manner; in a "relationship, money, descendants" manner hidden under the cover of "correct procedures" and "correct regulations".

There is such concern because never before has controlling power and supervising people in power been so difficult; never before have the mistakes of officials, even high-ranking officials of the Party, been so particularly serious; causing such great damage to the people and the country.

Such concerns are also due to the "bad habits" and extreme degeneration of some cadres and party members, which have reduced the Party's fighting strength; reduced the people's trust; created many negative public opinions about the cadre team; and caused instability in society.

In reality, the lessons are still hot when there is a determination not to have a forbidden zone for "internal invaders", when there is a determination to clean up the Party and Government apparatus in recent times, showing the urgency and the need to more strongly innovate the work of cadres, to build a team of sincere and talented cadres, to meet the requirements of new tasks, and to strengthen the trust of the people.

The project "Focusing on building a team of cadres at all levels, especially at the strategic level, with sufficient capacity, qualities and prestige equal to the tasks" was discussed and decided at the 7th Central Conference, with breakthroughs, with groups of tasks, solutions, and specific quantification, if approved, it will overcome the weaknesses of the current cadre work.

Together with the 4th Central Resolution on Party building and rectification, the 6th Central Resolution on streamlining the apparatus, this Resolution will be an important indicator for the Party's personnel work, building a contingent of cadres worthy of the Party's trust and the people's entrustment; worthy of being the "root of all work" in this term and many years to come./.
