Why did the number of new COVID-19 infections increase so dramatically?

On February 13, Hubei provincial authorities said 242 people died from COVID-19 in the province on February 12, bringing the death toll in the epicenter since the outbreak to 1,310.
The news also brings the total number of deaths from COVID-19 in mainland China to at least 1,355. The global death toll is at least 1,357, with one in Hong Kong and one in the Philippines.
Hubei provincial authorities confirmed 14,840 new cases of COVID-19 in Hubei on February 12, bringing the total number of cases in the epicenter to 48,206. However, it should be noted that the 14,840 number includes both laboratory-confirmed and clinically diagnosed cases.
Local authorities explained that they now include “clinically diagnosed cases” in the total number of cases so that these patients can be treated earlier.
According to health officials, a total of 33,693 patients are being treated in hospitals in Hubei, including 1,437 in critical condition. 3,441 patients have recovered and been discharged.
Thus, to date, the number of confirmed COVID-19 cases worldwide has exceeded 60,015, of which the majority are in China. China's National Health Commission is expected to soon announce the number of infections in all Chinese provinces and cities./.
