Why has Ngo Tri Hoa High School not completed its conversion to a private school?

(Baonghean)Responding to the State's policy of socializing education, in the 1998-1999 school year, Mr. Dau Xuan Mai and a number of teachers actively mobilized, with the sponsorship of the Fatherland Front of Dien Chau district, Ngo Tri Hoa private high school was established, this is the first private school in Dien Chau district.

Up to now, Ngo Tri Hoa High School has gone through a journey of over 10 years. Although the time is not long, the school has developed, affirming its brand and reputation in the hearts of students and parents. From a few rows of old, temporarily borrowed level-four houses, Ngo Tri Hoa School is now firmly established on a campus of nearly 7,000m2, with beautiful scenery and favorable terrain for the career of educating people. In the first school year, the school only had 4 classes, having to "temporarily" hire teachers from other schools. Up to now, there have been more than 30 classes and a team of nearly 70 young, enthusiastic teachers, meeting the teaching needs. In addition, the school is also known as a pioneer in applying information technology to teaching and traditional education for students.

In recent years, the school's graduation rate has always ranked 30th to 35th among 90 high schools in the province, and the rate of students passing university and college entrance exams is among the top of more than 20 non-public schools in Nghe An.

According to the 2005 Education Law, general education has only two types: public and private. Therefore, in 2009, the People's Council of Nghe An province issued a Resolution on planning the school network in the province, which clearly stated the roadmap for converting 18 private high schools (excluding Herman Vinh High School and Huu Nghi High School) in the province to private schools and must complete the conversion in the 2011-2012 school year. Up to now, basically all schools in the province have completed the procedures. However, the province still has 2 schools in dispute, including Ngo Tri Hoa High School because Principal Dau Xuan Mai has not agreed with the conversion plan and wants to divide a portion of the school's assets.

Faced with this situation, the school's Board of Directors sent a dispatch asking for direction from the leaders of the Department of Education and Training and Dien Chau district. The collective of cadres, teachers and employees of Ngo Tri Hoa High School sent a petition to the relevant authorities, recommending: "Nghe An Department of Education and Training, the Appraisal Council, based on the prescribed documents, reviewed and approved the school's submitted conversion dossier, recognized the conversion dossier, including the conversion project, which was unanimously approved and directly signed by the investor, who are cadres and teachers, to ensure compliance with regulations and legality.

Discussing this issue, Mr. Truong Thanh Binh - Chairman of the Board of Directors of Ngo Tri Hoa High School said: "The merits and contributions of Mr. Dau Xuan Mai to the school in general and the team of teachers and students are enormous and will be solemnly recorded in the school's traditional history. Regarding the teacher's wishes, the school has discussed that after completing the conversion, the Board of Directors and the Board of Management will have a gift of gratitude for the teacher. In particular, the teacher's request to divide the property is very difficult to resolve because the school is now the property of the collective.

In order to completely resolve the issue of changing school types, in time for the 10th grade entrance exam of high schools, the Department of Education and Training of Dien Chau District People's Committee and the Appraisal Council need to base on current regulations and soon have a satisfactory solution. Regarding the proposal of Mr. Dau Xuan Mai, it is necessary to study, consider and respond clearly, handle it thoroughly, avoid prolonging it, affecting the quality of teaching and learning of the school.
