(Baonghean) - The right to education is the most basic right of children protected by law, stipulated in the United Nations International Convention on the Rights of the Child, the Law on Education, the Law on the Care, Protection and Education of Vietnamese Children. However, the people of Van Ha Village, Quang Son Commune, Do Luong, have given themselves the right to go against all of those regulations. They have deliberately let their children stay home from school for months to put pressure on and protest the policy of merging satellite schools into main schools, despite the local government and the education sector's persistent efforts to persuade and persuade....
The merger of the separate school in Van Ha village into the main school of the local government is a completely correct policy, aiming to concretize the Resolution of the Quang Son Commune Party Congress for the 2010-2015 term on the goal of striving to build Quang Son Primary School to meet level II standards and Notice No. 87 of the People's Committee of Do Luong district on assigning the target for Quang Son Primary School in the 2013-2014 school year to arrange 14 classrooms (reduced by 2 classrooms compared to the 2012-2013 school year).
This policy has been approved by the People's Committee and the Department of Education of Do Luong district because it both overcomes the problem of separate schools and classes, strengthens management and supervision in school activities; and creates opportunities for students to study and play equally in a common environment to improve the quality of comprehensive education. At the same time, it is consistent with the planning of the school network and the plan to build national standard schools of the province.
However, some parents and residents of Van Ha village did not cooperate with the government and the education sector, protesting the merger policy by keeping their children out of school for months. Even young children in the kindergarten cluster in the village, who had nothing to do with the school merger, were dragged into the matter and forced to stay home from school to satisfy their parents' "feverish desire to win or lose".
It should be added that after the Resolution of the Commune Party Committee and the People's Council of Quang Son Commune was passed at the 6th session, including the policy of merging 3 classes at the remote location in Van Ha village into the central school, the Commune Party Committee and Government sent an official dispatch to the Party Committees of hamlets 8, 9, 10 and Quang Son Primary School to publicly announce the policy of merging the schools. At the same time, they coordinated with the school to send delegations to directly work, propagate, and mobilize the people; many times organized dialogues between officials at the commune, district, and education levels with parents. The authorities and education sectors at all levels have also made efforts to find specific solutions to parents' concerns.

Many teachers in the village even volunteered to help parents take their children to school. In response to information that the commune would sell land in the satellite school cluster, Mr. Le Van Vinh - Chairman of the People's Committee of Quang Son commune repeatedly affirmed to the people: "Quang Son commune People's Council has issued Resolution No. 31/2013/NQ-HDND dated July 30, 2013 on the matter that after transferring primary school students in grades 1, 2, and 3 from the satellite school to the main school, the area of the campus of the satellite school will be invested, upgraded, and renovated into a kindergarten with a scale of 3-4 classes. The campus of the current kindergarten will be converted into a flea market or a playground for the people of Van Ha village. There is absolutely no land trading here."
