At the 10th Presidium Conference (VIII term) of the Central Committee of the Vietnam Fatherland Front, in the Report on the development of a Joint Resolution detailing the organization of voter contacts of National Assembly deputies and People's Council deputies, Mr. Tran Thanh Man, Vice Chairman and General Secretary of the Vietnam Fatherland Front Committee, said that currently, the organization of voter contact activities of National Assembly deputies is implemented according to Joint Resolution No. 525/NQLT/UBTVQH13-DCTUBTWMTQVN. However, after 4 years of implementation, a number of regulations on the organization of voter contacts of National Assembly deputies still have certain limitations, not really promoting the role and responsibility of National Assembly deputies, National Assembly delegations, the Fatherland Front and related agencies.

"The regulations to ensure the composition and number of voters attending the meetings are not clear, there is no mechanism to create conditions for many enthusiastic voters to attend and speak. There is still a situation of electors, leading to the organization of meetings of delegates at many levels and in many places being formalistic and not really effective" - Mr. Man said. Regarding the activities of meeting voters of People's Council delegates, there are currently no detailed regulations but only regulations in the Regulations of the People's Council, according to which, the Standing Committee of the People's Council, the People's Committee and the Vietnam Fatherland Front Committee at the same level in the locality issue the Regulations on coordination in meeting voters of People's Council delegates. Because the activities of meeting voters of National Assembly and People's Council delegates do not have a unified document on the implementation method and coordination mechanism between relevant agencies and organizations, in the recent past, the activities of meeting voters still have some problems and difficulties.

In reality, the responses and responses to recommendations of National Assembly deputies at previous meetings have generally not been thoroughly explained, have not properly demonstrated the supervisory role of National Assembly deputies and People's Council deputies at all levels in the handling of voters' recommendations by authorities at all levels, and have not really met voters' expectations.
The regulations on the responsibility of presiding and coordinating of the National Assembly delegation, the Standing Committee of the Vietnam Fatherland Front Committee at all levels and relevant agencies are not strict, leading to unclear responsibilities for implementation, and the organization of meetings between deputies and voters lacks consistency among localities across the country. Some localities organize separate meetings between National Assembly deputies and People's Council deputies at all levels, while others organize them in general, while there is no document regulating general meetings...
To overcome the limitations in organizing voters' meetings with deputies, to contribute to ensuring consistency in the scope of regulation, implementation principles, and forms of meetings... Mr. Tran Thanh Man emphasized, "it is necessary to issue a joint Resolution between the National Assembly Standing Committee, the Government, and the Presidium of the Central Committee of the Vietnam Fatherland Front detailing the organization of voters' meetings with deputies of the National Assembly and People's Councils"./.
