Mr. Son also said that while the increase in hospital fees of medical facilities in central cities is only about 75% of the framework regulated by the Ministry of Health and Finance, poor and mountainous provinces with low health insurance coverage rates are very high. Specifically, the Central Highlands region has a new hospital fee adjustment of about 81%, such as Gia Lai, Lam Dong 80%, Dak Nong 72%, Dak Lak is proposing 100%.
The central coastal provinces proposed a rate of 86%, of which Quang Ngai only had 67%, Ha Tinh and Quang Binh had 74%, and Khanh Hoa stood out with 95% of the framework. The provinces in the Red River region only increased by about 71% compared to the framework, of which the highest was Hai Duong at 77% and the lowest was Ninh Binh at 65%...
Currently, Vietnam Social Security has sent an official dispatch requesting the People's Committee of Khanh Hoa province to consider adjusting the hospital fees in a way that is suitable to local socio-economic conditions and the ability to balance the health insurance fund.
According to Mr. Son, most provinces plan to adjust new hospital fees in the third quarter of 2012. However, some provinces and cities have decided not to adjust but to postpone it until December 2012, or even 2013.

Mr. Nguyen Khac Hien - Director of Hanoi Department of Health said that the Department proposed a new hospital fee equal to 73% of the framework prescribed by the Ministry. However, this meeting of the People's Council of the capital did not approve the new hospital fee but requested the Department to develop a roadmap for implementing the new medical service price until 2015 to be appropriate. Therefore, hospitals in the capital still collect hospital fees according to the old level.
Meanwhile, in Ho Chi Minh City, Da Nang, Thua Thien - Hue, Binh Thuan, Tay Ninh, Tien Giang, Vinh Phuc, new hospital fees have not been implemented at this time. According to the new hospital fee schedule, some services have increased significantly. For example, laparoscopy with biopsy, the old price was 30,000 VND, the new price is 675,000 VND; surgery for bilateral entropion - anesthesia increased from 30,000 VND to 505,000 VND; surgery for simple pterygium of one eye - anesthesia increased from 40,000 VND to 615,000 VND; esophageal endoscopy increased from 30,000 VND to 148,000 VND/time; oxygen inhalation (not including oxygen) increased from 3,000 VND to 200,000 VND; Medical examination fee from 3,000 VND to 20,000 VND, bed fee from 4,000 - 18,000 VND to 70,000 - 150,000 VND (depending on the hospital)...
Mr. Nguyen Nam Lien - Deputy Director of the Department of Financial Planning (Ministry of Health), said: "The Ministry of Health will strengthen inspection and supervision. If medical facilities do not upgrade infrastructure and improve the quality of medical examination and treatment commensurate with the new fees, the Ministry will request a price reduction."
