Vietnam – Kazakhstan issue joint statement
On the occasion of President Truong Tan Sang's visit to Kazakhstan, the two sides issued a Joint Statement. The Government Portal respectfully introduces the full text of the Joint Statement.
At the invitation of President of Kazakhstan Nursultan Nazarbayev, President of the Socialist Republic of Vietnam Truong Tan Sang paid a state visit to the Republic of Kazakhstan from September 10-11, 2012.

On September 10, 2012, in a warm and friendly atmosphere, the leaders of the two countries discussed the situation and prospects of bilateral cooperation, as well as regional and international situations of mutual concern.
President Truong Tan Sang also met with Chairman of the Senate K. Mami, Chairman of the House of Representatives N. Nigmatullin, Prime Minister of the Republic of Kazakhstan Karim K. Massimov, attended the Vietnam – Kazakhstan Business Forum and attended the opening ceremony of “Vietnamese Cultural Days in Kazakhstan”.
The two sides highly appreciated the achievements in cooperation between the Socialist Republic of Vietnam and the Republic of Kazakhstan over the past 20 years since the two countries established diplomatic relations and affirmed their determination to continue promoting further cooperation to bring the relationship to a new level of quality.
Emphasizing the importance of continuing to develop the friendly and cooperative relations between Vietnam and Kazakhstan, in order to meet the interests of the people of the two countries, the two sides declared as follows:
1. The two sides highly appreciated the results of the official visit to the Socialist Republic of Vietnam by President of the Republic of Kazakhstan Nursultan Nazarbayev from October 30, 2011 to November 1, 2011, bringing new impetus to the development of bilateral relations.
The two sides emphasized the importance of the first State visit of President of the Socialist Republic of Vietnam Truong Tan Sang to the Republic of Kazakhstan to evaluate the results of cooperation in the past time and determine the prospects for bilateral cooperation in the coming time.
The two sides affirmed to continue maintaining regular political dialogue, contacts and exchanges of delegations at all levels, and continuously enhance mutual trust.
The two sides agreed that developing relations through the Party and National Assembly channels of the two countries is an important part of expanding bilateral cooperation and affirmed their readiness to deepen contacts in these areas, for the benefit of the people of Vietnam and Kazakhstan.
The Vietnamese side welcomed the opening of the Embassy of the Republic of Kazakhstan in Hanoi in 2013 and said that direct diplomatic contact would help promote relations between the two countries.
2. The two sides believe that the Vietnam - Kazakhstan Intergovernmental Committee on economic - trade and scientific - technical cooperation is an important mechanism to promote bilateral cooperation.
The two sides expressed their willingness to make full use of the potential of the Commission and other bilateral working mechanisms to continue expanding cooperation in the fields of politics, economics-trade, energy, investment, agriculture, culture-humanitarianism, science-technology, transportation, engineering-military and in other fields.
The two sides emphasized the importance of effectively implementing the Joint Action Program for the 2011-2013 period between the Socialist Republic of Vietnam and the Republic of Kazakhstan signed in September 2011.
3. The two sides believe that economic and trade cooperation between the two countries has great potential for development. Therefore, the two sides will strive to bring economic and trade relations to a new height. The two sides welcome the initiative to establish a Free Trade Area between Vietnam and the Customs Union countries and believe that the effective implementation of this initiative will create new momentum to expand bilateral cooperation, including in the field of investment attraction.
The two sides expressed their belief that the activities of the Business Council of the two countries will contribute significantly to supporting the development of economic, trade and investment cooperation, promoting exchanges between businesses of the two countries, including representatives of small and medium-sized enterprises.
The two sides positively evaluated the results of the Business Forum held within the framework of recent high-level visits, considering it an effective mechanism to find new areas of cooperation and expand cooperation directions between businesses of the two countries.
4. The two sides agreed that cooperation in the oil and gas sector is an important direction of bilateral cooperation and stressed the necessity and importance of continuing contacts and exchanges between the Vietnam National Oil and Gas Group “Petrovietnam” and the Kazakhstan National Oil and Gas Company “KazMunaiGaz” to implement mutually beneficial joint projects, including on the territory of third countries.
Both sides expressed interest in jointly conducting mineral exploration and exploitation.
5. The two sides believe that it is necessary to increase bilateral investment through the participation of companies of the two countries in the implementation of projects in each other's territories, as well as the establishment of joint enterprises and production ventures, including the use of high technology.
6. The two sides affirmed to continue studying the prospects of cooperation in the field of agriculture, including exchanging advanced experiences of the two countries in this field.
7. The two sides considered it necessary to establish interbank cooperation and welcomed the signing of the Memorandum of Understanding between the State Bank of the Socialist Republic of Vietnam and the State Bank of the Republic of Kazakhstan, considering it an important first step in this area.
8. The two sides welcomed the planned opening of direct flights between the two countries, and believed that the opening of direct flights would promote the expansion of contacts in the political, economic-commercial and cultural-humanitarian fields.
9. The two sides advocate developing bilateral cooperation in the field of military technology and welcome the establishment of relations between relevant companies of the two countries in this field.
10. The two sides agreed that cultural and humanitarian cooperation plays an important role in bringing the people of Vietnam and Kazakhstan closer together and enhancing understanding between the two nations.
The two sides highly appreciated the success of the Vietnam Cultural Days in Kazakhstan held within the framework of the State visit to the Republic of Kazakhstan by the President of the Socialist Republic of Vietnam and agreed to continue joint efforts to organize the Kazakhstan Cultural Days in Vietnam at the highest level.
11. The two sides highly appreciated the active coordination within the framework of international and regional organizations and forums, including the United Nations, and affirmed to continue to support each other within the framework of the United Nations and other multilateral organizations.
Kazakhstan expressed its willingness to support Vietnam's candidacy for the United Nations Security Council for the 2020-2021 period, while Vietnam expressed its willingness to support Kazakhstan's candidacy for the United Nations Security Council for the 2017-2018 period and the International Atomic Energy Agency (IAEA) Board of Governors.
12. The Vietnamese side congratulated the Kazakh side on the 20th anniversary of the initiative to establish the Conference on Interaction and Confidence Building Measures in Asia (CICA). For its part, the Kazakh side expressed gratitude to Vietnam for supporting this initiative.
The two sides affirmed to coordinate efforts within the framework of CICA as well as other regional and international forums to build and strengthen trust, maintain peace, stability and ensure security in the Asian region. The two sides support the parties concerned to resolve regional disputes by peaceful means, without using force or threatening to use force, in accordance with the principles of international law and the United Nations Charter.
13. The Kazakhstan side highly appreciated Vietnam's contributions to the activities of the Association of Southeast Asian Nations (ASEAN), and hoped that Vietnam would continue to support Kazakhstan in joining the ASEAN Regional Forum soon. The Vietnamese side once again affirmed its readiness to act as a bridge in developing relations between Kazakhstan and ASEAN.
14. President of the Socialist Republic of Vietnam Truong Tan Sang expressed his deep gratitude to the hospitable people of Kazakhstan and personally to President of the Republic of Kazakhstan Nursultan Nazarbayev for the warm reception given to the Vietnamese delegation during their visit.
