Speaking at the opening of the conference, comrade Le Ngoc Hoa affirmed that the twinning movement between the border villages of the provinces on both sides of the Vietnam - Laos border has gradually raised the awareness and responsibility of the ethnic people in the border areas for the cause of protecting the sovereignty and security of each country's border; contributing to maintaining political stability, social order and safety in the border areas, effectively serving the requirements of socio-economic development, consolidating and developing the special solidarity and friendship between Vietnam - Laos, Laos - Vietnam in general, and between Nghe An province and the three provinces: Hua Phan, Xieng Khouang, and Bolikhamxay in particular.

In addition to evaluating the results achieved in 5 years of implementing the twinning movement, Colonel Tran Hai Binh - Commander of Nghe An Border Guard Command also pointed out the existing causes and limitations that need to be overcome, and proposed key tasks in the coming time with 5 main contents, including adding new contents to suit the content of the twinning; regularly exchanging information and situations related to the two sides of the border and continuing to pay attention and survey pairs of villages and residential areas that are eligible to organize the twinning.

Build 100 pairs of plates
At the conference, Colonel Van Ngoc Que - Deputy Head of the Political Department of the Vietnam Border Guard said that currently, there are 100 pairs of villages on both sides of the Vietnam - Laos border that have been twinned. Comrade Van Ngoc Que acknowledged and highly appreciated the results achieved over 5 years of implementing this policy between Nghe An and 3 provinces of Laos; at the same time, he requested the People's Committee of Nghe An province to have a plan to more effectively implement the village - village twinning movement; assigning the task to the Nghe An Border Guard to continue surveying and twinning the remaining residential clusters on both sides of the border. For the Border Guard force, it is necessary to coordinate with local authorities to maintain political security in the border area; take care of the lives of people in border areas as requested by the localities at the conference. He also requested local authorities and Lao armed forces to continue coordinating with Nghe An authorities at all levels to implement the twinning movement more effectively.

The Border Guard Command of Nghe An province awarded Certificates of Merit to 3 collectives and 4 individuals.
