VietinBank: Pioneer in providing online public administrative services

On December 30, 2016, the Prime Minister approved the Project on developing non-cash payments in Vietnam for the period 2016 - 2020 (Decision No. 2545/QD-TTg). Accordingly, the general objective of the Project is to create a change in non-cash payments in the economy, gradually change the habit of using payment methods in society, reduce social costs related to cash, reduce the proportion of cash in circulation...; aiming to have the proportion of cash in total means of payment at a level lower than 10% by the end of 2020. At the same time, the Prime Minister also directed to promote the development and application of electronic payment products and services to serve public spending of agencies and units using the state budget; Apply advanced electronic payment methods to administrative and public service units to collect fees and charges for administrative procedures, public services in health, education, transportation and other public services.
In order to promote non-cash payment activities to contribute to the successful implementation of Decision No. 2545/QD-TTg of the Prime Minister, VietinBank has continuously upgraded and deployed payment solutions such as: Regular payment services (money transfer, state budget payment, salary payment, etc.); collection and payment of fees and charges for state administrative agencies: online collection or collection through VietinBank's payment channels (counter, InternetBanking, etc.); specific non-cash payment solutions for public service units (hospital fee payment, tuition fee payment, etc.).
With the solution of collecting public services online at the online public service portal, people and businesses have more payment options such as paying directly on the website, transferring money via internet banking, POS... People and businesses can pay public service fees anytime, anywhere 24/7, saving time and travel costs, file processing information is updated promptly, and fee collection results are responded to immediately.
For departments, agencies and branches, VietinBank supports updating collected fees, reducing administrative procedure processing time, enhancing the administrative reform index and the provincial competitiveness index. VietinBank supports departments, agencies and branches in reporting and checking to manage fee and charge revenue from various channels, contributing to effective revenue management. In addition, the solution also aims to utilize information technology infrastructure to support the province in building an e-government.

Currently, Nghe An province is paying attention to the implementation of solutions for developing non-cash payments, including the solution of collecting fees and charges for online public administrative services. To speed up the progress and improve the implementation efficiency, recently, at the meeting to pilot the non-cash payment service, the Standing Vice Chairman of the Provincial People's Committee Le Xuan Dai assigned: The Department of Information and Communications shall preside over and coordinate with VietinBank to work with departments, branches and sectors to survey the conditions for meeting, selecting and agreeing on the implementation method, the type of application service, planning to connect the province's online public administration system with VietinBank's payment system to deploy online payment solutions and selecting units to pilot the solution of collecting fees and charges for online public administrative services.
In the immediate future, conduct surveys and deploy services at the Department of Planning and Investment, Department of Natural Resources and Environment, and Project Management Board. Departments, branches, and sectors arrange work schedules and are responsible for implementation content; coordinate with the Department of Information and Communications and VietinBank to connect program implementation, ensuring effectiveness and achieving the set goals.
