The document was signed by Deputy Director Nguyen Duc Trung on August 25. The reason Viettel had to stop this program was because it "violated regulations on price management and promotions in the telecommunications sector."

The Telecommunications Department also requires Viettel to report on the implemented program, including the number of registered subscribers, registration time, expected lost revenue... and how to fix it when the program is stopped.

In addition, enterprises must fully bear the law for the loss of revenue due to the above violations and pay value added tax according to regulations.

Speaking to Vietnam+ reporters on the evening of August 27, a representative of Viettel affirmed that the program that was "whistled" did not violate regulations on price management and promotions in the telecommunications sector.

According to this representative, the program originates from the social goal of promoting the application of information technology in the entire education sector on the basis of the successful implementation of the education network project. On that basis, on May 28, 2014, Viettel and the Ministry of Education and Training signed a comprehensive cooperation agreement.

“The two sides will coordinate activities to promote the application of information and telecommunications technology in the following areas: information infrastructure, application of information technology in education and training, digital content, educational television channels and building an education support fund. In particular, Viettel's responsibility is to provide free access to fiber optic Internet to all educational institutions nationwide,” said a Viettel representative.

Viettel affirmed that this incentive is a sponsorship program, not a promotional program, and is accounted for according to the law. This unit will explain the incident to the Department of Telecommunications./.
