VinaPhone is about to be granted 2 million 10-digit subscribers

After MobiFone, it is VinaPhone's turn to be granted 2 million new 10-digit subscribers, thanks to the addition of the prefix 1 behind the current prefixes 091 and 094.

Sharing at the conference to deploy VinaPhone's 2015 production and business plan on the morning of January 12 in Hanoi, Deputy Minister of Information and Communications Le Nam Thang said that the Ministry has issued Circular No. 22/2014 on the planning of the new telecommunications numbering system, in which it plans to convert all 11-digit subscribers to 10-digit subscribers in the future. However, while it has not planned a fixed area code to free up the code for the mobile market, the Ministry will allow businesses to use the prefix 1 after the two current prefixes 091 and 094. Thus, VinaPhone will have 2 million more 10-digit subscribers to use in the immediate future.

Before VinaPhone, MobiFone was also approved to add the prefix 1 after the two similar prefixes 090 and 093, which means this network also added 2 million new 10-digit subscribers.

Also at the event this morning, Deputy Minister Le Nam Thang directed the Telecommunications Department to check and review whether VinaPhone's market share is still in the group of enterprises with dominant market share or not. If this figure is lower than 30%, VinaPhone can leave this group and can decide its own price, without having to register new price with the management agency and subject to the pre-inspection mechanism (to see if it sells below cost or not). According to current regulations, enterprises that do not have a dominant market share can issue price lower than cost but not too low compared to the average price of the market.

In addition, service quality is also a point that network operators, including VinaPhone, need to pay attention to in the coming time, when the circular on 3G quality management officially takes effect from March 1, 2015. The basic change of this Circular is to attach quality criteria (specifically download and upload speeds) to coverage area. VinaPhone will have to announce coverage areas corresponding to the two current speeds of 256 kbs and 1 MHz, while in terms of coverage area, this network operator is inferior to Viettel and in terms of density of concentrated points, VinaPhone is also inferior to MobiFone.

Regarding the SIM card issue, Deputy Minister Le Nam Thang said that the Ministry is currently developing a circular to manage this type of goods. The Telecommunications Law clearly stipulates that SIM cards are specialized telecommunications goods and revenue from SIM cards is very large. Currently, there are many issues related to SIM cards such as money, information security... requiring increased management by network operators and authorities from production to distribution, issuance, and launch to the market...
