Head of the V-League 2013 Organizing Committee Tran Duy Ly answered like that when asked about the fact that some matches from round 12 to round 15 of the V-League 2013 were assessed by the Organizing Committee as "not demonstrating the honest competition with the winning spirit of both teams; in which, at each moment of the match or of some players, the quality and performance of the match decreased, causing public skepticism about the nature of the match".

Mr. Ly explained: “There were 2 or 3 matches where the players did not play their best, but not all the time of the match but at some points. It is impossible to judge this match or that match as negative because the players' performance must also have ups and downs. We asked the police to study these manifestations to clarify, but the ability to find out whether this was a negative match or not is difficult. Therefore, this research is just for research purposes, not to come to a conclusion on this issue.”

Regarding the refereeing work in the matches from round 12 to round 15 of V-League 2013, Mr. Ly assessed: “In general, the refereeing work has many positive changes. Most of the refereeing teams have completed their tasks of managing the matches fairly, impartially and objectively. There are still some shortcomings in the process of managing the matches such as identifying errors, missing errors and in particular, there were 1 or 2 cases where the referees handled the match incorrectly, affecting the goals.”

Mr. Ly affirmed: “These mistakes of the referees all stem from professional reasons. After reviewing the video to analyze the referees’ mistakes, we realized that these plays were very difficult to observe. Therefore, we will ask the referees to learn from their experience. If there is no problem with their mindset, I think the referees did well.”

Also related to the refereeing work, Mr. Nguyen Tan Hien, acting head of the Referee Board, said: “The refereeing work is a process. In the second phase, we have closely learned from the referees and strengthened their spirit so that the Referee Board can truly be a support for the referees. Therefore, the refereeing work in the second phase has improved.

Vietnamese football, like world football, has refereeing errors everywhere, and errors that do not affect the match are acceptable. As for errors that affect the match, we will handle them according to the Referee Board's Regulations, so that the referees can calm down and think during their temporary break from duty, and when they return to work, they will be more steady and confident."
