Ladies and gentlemen!

In the atmosphere of the whole country, the whole Party, the whole army and the whole people full of excitement and pride, celebrating the 70th anniversary of President Ho Chi Minh reading the Declaration of Independence giving birth to the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam, today we are very pleased to be present in Nghe An - the hometown of the great President Ho Chi Minh, to attend the groundbreaking ceremony of the Vietnam - Singapore Industrial Park, Urban and Service Project (VSIP) in Nghe An. This is the 7th project in the series of successful investment projects of the Joint Venture of Semb-corp Group and Becamex Binh Duong Corporation.

On behalf of the Government of Vietnam, I would like to express my sincere thanks to the Government of Singapore, Prime Minister Lee Hsien Loong, for facilitating Semb-corp Group's investment in Vietnam. I also appreciate the efforts of the leaders of Nghe An, investors, and the Project Management Board for completing many preparations to be able to officially start construction of this very important project today.

Dear comrades, ladies and gentlemen!

The Vietnam-Singapore Strategic Partnership is growing well. Bringing benefits to both sides, Singapore has always been one of Vietnam's leading economic, trade and investment partners. Over the past 10 years, two-way trade between Vietnam and Singapore has increased by an average of 20% per year. In 2014, two-way trade between the two countries reached nearly 10 billion USD, and in 2015 it is likely to reach about 11 billion USD. Singapore has always been the leading direct investor in Vietnam today, and is the third largest investor in Vietnam, with a total registered capital of 33 billion USD to date. One very meaningful thing, I would like to emphasize, is that Singapore's investment projects in Vietnam have all been successful.

After nearly 20 years since the establishment of the first VSIP Zone in Binh Duong province (1996), 6 other VSIP Zones have been successfully developed in all 3 regions of Vietnam with synchronous, modern infrastructure, friendly environment and have quickly attracted many investors to invest in production and business, contributing to the socio-economic development of Vietnam, bringing benefits to both Vietnam and Singapore.

I appreciate Sem-corp Group's decision to choose Nghe An to develop the 7th VSIP - an industrial, urban and service complex project with an area of ​​1,475 hectares, of which phase 1 covers an area of ​​750 hectares with a total investment of 1,657 billion VND. When the project is completed and put into operation, it will contribute to the socio-economic development of Nghe An province in particular and the North Central region in general.

According to the investor's report, VSIP Nghe An is expected to attract a total investment capital of about 8 billion USD and create about 150,000 jobs at VSIP 7.

For VSIP 7 in Nghe An to be successful, to become a reality, following the success of other VSIPs, I request the leaders of all sectors and levels of Nghe An province and the people in the Project area to coordinate well with the investor to ensure the Project is implemented in accordance with the law, on schedule, ensuring quality, safety and efficiency, protecting the environment, and ensuring social security for local people.

I would like to emphasize that the success of this project will not only develop the socio-economy of Nghe An, the region, and our country, but also bring benefits to both Vietnam and Singapore, and contribute to strengthening the strategic partnership and the agreement to connect the two economies of Vietnam and Singapore.

Vietnam and Singapore, along with ASEAN countries, are striving to form the ASEAN Community by the end of 2015. Vietnam and Singapore are actively working together to negotiate and are in the final stages of completing the negotiations for the TPP Agreement - a new generation free trade agreement with high standards - the Trans-Pacific Partnership (TPP). I would like to emphasize this to send a message to investors that the investment and business environment in Vietnam will be much better, more favorable and not inferior to any country in the region in terms of investment and business environment and investment attraction. This is a favorable opportunity for investors to VSIP Nghe An, to Vietnam.

On behalf of the Vietnamese government, I highly appreciate and commend the efforts and overcoming of many difficulties of the army and people of Nghe An in implementing the 5-year plan 2011-2015 and achieving comprehensive results in all areas. Nghe An's economy grew by an average of 7.9% per year over the past 5 years 2011-2015, calculated according to the new calculation method, excluding previous duplication factors. The lives of people in Nghe An have been increasingly improved in all aspects, especially the number of poor households in Nghe An has decreased by an average of nearly 3% per year over the past 5 years, and in mountainous districts, by an average of 5% per year. This is a significant figure reflecting the sustainable development of our country. The Party, army and people are united in will, politics and society are stable, many good practices and models are very valuable and worth promoting, creating the premise for Nghe An to develop faster, more effectively and more sustainably in recent times.

On behalf of the Government, I would like to wish you, the Party Committee, the army and the people of Nghe An a successful implementation of the upcoming Provincial Party Congress. Promote more strongly and more effectively the achieved results, overcome shortcomings and limitations, and develop Nghe An faster and more sustainably. Be worthy of its glorious and fine traditions, be worthy of the homeland of beloved President Ho Chi Minh!

We in Nghe An must be determined and strive to successfully implement President Ho Chi Minh's advice when he visited Nghe An in 1961, which is that the entire province must strive and join forces to make Nghe An a model province and quickly become the best province in the North, so that our Nghe An will always be worthy of the trust and love of the entire Party, the entire army, and the entire people.
