VSIP creates breakthrough in Nghe An economic development in terms of efficiency and model

PV:Dear Provincial Party Secretary, when mentioning the name VSIP, we will immediately think of the Industrial Parks in Binh Duong, Bac Ninh, Hai Phong, Quang Ngai, all of which are large-scale projects and have a positive and clear impact on the socio-economic development of the locality and neighboring areas. Is that the model of the industrial park that will be present in Nghe An in the near future?

Comrade Ho Duc Phuc:VSIP Nghe An Industrial, Urban and Service Park, abbreviated as VSIP Nghe An, is a complex operating in the fields of investment, construction, exploitation, management, high-tech industrial production, technology parks, logistics zones, information technology software parks, commercial, service and housing complexes. VSIP Nghe An is deployed on a project land area of ​​about 750 hectares, belonging to the planning of the Southeast Economic Zone, which was adjusted and expanded in Decision No. 10/2015/QD-TTg dated April 3, 2015 of the Prime Minister.

This is a key project of the province, which will create a major breakthrough for the industrial development of Nghe An; with the efforts and close and systematic coordination between the province and the investor from the survey stage, project development and submission to the competent authority for approval, by June 30, 2015, the project has basically completed the procedures for site selection, detailed planning approval and has been officially granted an investment certificate by the province.

Up to this point, looking back at the journey that has passed to have a large project like VSIP Nghe An implemented today, we can fully expect that the project will bring positive contributions to the socio-economic development of the province. That trust, in large part, comes from the capacity and brand of the investor; Becamex IDC is known as the mainstay of Binh Duong province's economy, with many years of experience in infrastructure investment in general and industrial parks in particular. The VSIP project in particular is the result of a joint venture between Becamex IDC and Sembcorp Development Group of Singapore, a multi-industry, transnational business group with great economic potential and reputation. Currently in Vietnam, VSIP has 5 projects that have been implemented and put into operation in the provinces with a total land fund of more than 6,000 hectares. Nghe An was chosen as the investment destination of VSIP, certainly it is the result of the special attention, direction and assistance of the Prime Minister, the central ministries and branches and the enthusiastic assistance of the leaders of Binh Duong province, and also the result of the process of learning, researching and careful consideration of the investor.

PV:Dear comrade, more specifically, how does Nghe An believe and expect VSIP Nghe An to contribute to the socio-economic development of the province?

Comrade Ho Duc Phuc:First of all, it must be affirmed that the presence of the VSIP Project is a vivid demonstration of the industrialization and modernization direction of Nghe An. In recent years, the appearance of the province has improved and transformed, most clearly in the infrastructure of transportation, industry, urban areas, services, healthcare, culture and sports. The innovation from rural to urban areas, the material, cultural and spiritual life of the people is increasingly improved... That is both the result of the province's own efforts and the contribution of businesses investing and operating in the province. The immediate and long-term goals such as upgrading the traffic infrastructure with roads, overpasses, airports, seaports, etc. have been basically completed. Towards the goal of restructuring the economy, innovating the growth model, the long-term goal of industrialization of the province's economy, key economic zones and regions have been identified with the core being large industrial parks. Currently, we are only in the initial stage of realizing that long-term goal: the stage of attracting, promoting and calling for investors to "cover" economic and industrial planning areas.

Along with other major projects that have been and are being implemented such as Hoa Sen Steel Factory, Royal Foods Nghe An Factory, MDF Wood Factory, Quynh Lap 1 Thermal Power Plant, Masan Food Factory, BSE Electronics Factory, Visai Song Lam Cement Plants, Tan Thang, Hoang Mai 2, ... VSIP Nghe An Project is a prominent highlight like a star in the overall picture of investment attraction, restructuring and socio-economic development of the province. A notable point is that this project does not operate simply in one field but is an infrastructure complex aimed at serving many diverse fields, with a complete structure in the style of "closed chain": there are factories; urban areas, services; housing for workers, experts; green space; ... This is truly the mindset, direction of modernization - industrialization, sustainable development that industrial parks in developed countries aim for.

PV:Dear comrade, does having such a population present in Nghe An have any other significance for the long-term development orientation of the province?

Comrade Ho Duc Phuc:Firstly, this will be an ideal model for sustainable development, environmentally friendly industrial, urban and service living environment of the province, creating a breakthrough for the economic development of the province.

Second, Nghe An will have a complex with infrastructure that meets the most stringent requirements of domestic and foreign investors, helping to attract large investors to create highly competitive products. In particular, this is a very popular industrial park model in developed countries such as the US, Japan, etc., in line with the goal of developing high-tech industry as Resolution No. 26 of the Politburo.

Third, contributing to economic growth, increasing budget revenue by tens of thousands of billions of VND, creating jobs for over 20,000 local workers, promoting the labor market to innovate, improve quality, change the thinking and working style of workers towards industrialization, modernization, and improving people's living standards.

Looking back at the projects that Becamex IDC has implemented in the field of industrial park infrastructure, up to now, all industrial parks invested by Becamex IDC have achieved an investment attraction area of ​​over 95% with an investment capital of about 6.3 billion USD, creating jobs for more than 150,000 workers. These are very impressive numbers, we should believe and hope that in the near future, Nghe An province will enjoy the great benefits brought by VSIP.

PV:Dear comrade, the benefits that VSIP Nghe An can bring to the province are worth expecting. In return, what can investors expect from the province?

Comrade Ho Duc Phuc:For a large project like VSIP to go from idea to reality, it is a long journey that requires the efforts of both investors and localities, thanks to the effective support of the governments of the two countries and Binh Duong province. During the process of research, survey, and project establishment, all levels and sectors of the province always accompany investors, promptly remove difficulties and obstacles, such as choosing locations, area scale, policy mechanisms... to submit to the Government for consideration to amend and adjust a number of policy mechanisms in the Operating Regulations of the Southeast Economic Zone, including the 750-hectare area of ​​VSIP Nghe An Industrial Park.

It must be affirmed that Nghe An province is in great need of enterprises to be able to complete the task of construction and development, aiming to become a fairly developed and industrialized province as set out in Resolution 26 of the Politburo. Therefore, Nghe An province not only always opens its doors to welcome investors, but also proactively seeks out investors, attracts investors to the province, and commits to accompany them from the first steps of laying the foundation of ideas for operations in the province until the project is effective.

Obviously, a project cannot be successful without the efforts of all parties involved. The core of a cooperative relationship is to bring benefits to both sides, which means the responsibility of both sides to make investment activities most effective. VSIP Nghe An will bring great benefits to the province, so we must ask ourselves, what benefits will investors get when operating in Nghe An? We must be responsible for making businesses see and recognize that investing in Nghe An is a correct and smart choice. Coming to Nghe An province, businesses will take advantage of many advantages, such as: abundant, cheap and high-quality human resources (large population, the province has many universities, colleges and vocational schools); convenient transport infrastructure (roads, seaports, airports, etc.); Nghe An is the center of the East-West economic corridor of Vietnam - Laos - Thailand, creating a large market for consuming products and goods. It is the only province that the Politburo has paid attention to, issuing Resolution No. 26 -NQ/TW on the task of developing Nghe An until 2020. There are many preferential mechanisms, a good and safe business environment, so businesses in general and Becamex IDC in particular investing in Nghe An will develop the economy well, as well as develop their business brands.
