Boy's throat slit by corrugated iron sheet: Cyclo driver prosecuted

The Investigation Police Agency of Hoang Mai District (Hanoi) has initiated a case of a boy whose neck was slashed by a sheet of metal when he crashed into a cyclo carrying sheet metal on Tan Mai Street.

On the morning of October 4, Colonel Nguyen Hong Thai, Chief of Hoang Mai District Police, said that the district investigation agency had initiated a case of "Violating regulations on controlling road vehicles" under Article 202 of the Penal Code, and at the same time prosecuted the accused Dinh Ngoc Thach (52 years old, also known as Binh, from Ha Nam).

Defendant Thach was identified as the driver of the cyclo carrying corrugated iron that stopped on the side of Tan Mai road, causing Tran Minh Hoang (10 years old) to crash into a piece of corrugated iron while riding his bicycle and die.

Lieutenant Colonel Pham Ngoc Anh, Deputy Chief of Hoang Mai District Police, said the cyclo driver's mistake was unintentional but left very serious consequences, causing public outrage. Currently, Hoang Mai District Police have temporarily detained the cyclo driver to continue investigating the incident.

Previously, at around 2:40 p.m. on September 23, in front of house number 66 Tan Mai Street (Hoang Mai District, Hanoi), a tragic accident occurred, causing the death of Tran Minh Hoang.

According to some locals, when the accident happened, Tran Minh Hoang was riding his bicycle without paying attention and hit the sharp metal plate of a cyclo stopped by the roadside.

After the collision, Hoang’s neck was cut by the protruding metal sheet, causing him to bleed profusely. Local residents and his family took Hoang to Bach Mai Hospital for emergency treatment, but he did not survive.

The serious accident made many people heartbroken because the child died so tragically, while the driver of the cyclo carrying corrugated iron also had a very difficult family situation.

Hoang is the second child in the family, studying in grade 4, very intelligent, gentle. While Mr. Thach used to join the army. Due to the difficult life, Mr. Thach had to go to Hanoi to make a living by working as a hired driver and porter with a meager income.

Speaking to reporters, lawyer Nguyen Anh Thom (Head of Nguyen Anh Law Office), who provided consulting support for cyclo driver Dinh Ngoc Thach, said that yesterday (October 3), friends, teammates and family of Mr. Thach met and visited the victim's family.
