Reaching the Southwest Urban Center
(Baonghean) - During the 2010 - 2015 term, the Do Luong District Party Committee took care of personnel work, promoted advantages to develop trade and services, and accelerated the urbanization process... The results achieved have created a new momentum, building Do Luong into an urban center of the Southwest region.
Breakthrough in personnel work
Imbued with the teachings of President Ho Chi Minh: "Cadres are the root of all work"; "All successes or failures are due to good or bad cadres", the Party Committee of Do Luong district has many bold and creative measures to train, foster and create conditions for the cadre team to mature in all aspects. Accordingly, policies on cadre work have been implemented such as: Project on rotation and rearrangement of key cadres at the grassroots level in 2013 - 2015 and the following years of the Standing Committee of the Do Luong District Party Committee; Plan No. 28 on rotation of leaders, managers and civil servants at the district level in the period of 2011 - 2015 of the District Party Committee. The implementation shows that the above policies have created positive changes in cadres at all levels in leadership and direction, contributing to promoting socio-economic development.

Implementing the Project of Rotating and Rearranging Key Cadres at the Grassroots Level in 2013 - 2015 and the following years, Do Luong District has so far organized horizontal rotation of 6 cadres holding key positions in communes, including the positions of Commune Party Secretary, Deputy Party Secretary and Chairman of the Commune People's Committee. We returned to Lam Son, a purely agricultural semi-mountainous commune, during the days when farmers were actively planting the winter-spring crop with much excitement and expectation, because this was the first crop that farmers produced on their fields after land consolidation.
On the flat, vast fields, comrade Nguyen Huy Chau, Chairman of the Commune People's Committee, is discussing with the people about the farming calendar to suit this year's weather conditions. That open and friendly exchange atmosphere has been actively implemented by comrade Chau since he was transferred to the position of Chairman of the Commune People's Committee in May 2014; before that, he held the position of Chairman of the Boi Son Commune People's Committee since 2010. Immediately after being transferred to the position of Chairman of Lam Son Commune, in addition to general management work, he devoted all his efforts to the locality to successfully carry out the land consolidation and plot exchange work.
To create consensus among the people, Comrade Chau and the collective leadership and cadres of the commune discussed and reached an agreement on the policy, implemented the project and deployed it to the hamlets so that "people know, people discuss, people decide" in the spirit that after the land consolidation, it must be truly "favorable for farming and living" for the people. With that approach, by November 2014, Lam Son commune had completed the land consolidation on the converted area of more than 400 hectares of rice and colored land. Previously, there were households in the commune with 20 - 30 plots, but after the conversion, the average of the whole commune was nearly 1.9 plots/household. Notably, the people contributed 350 thousand VND/person to receive land to build 267 km of internal roads, 6m wide and install 3,000 culverts; the irrigation system was consolidated.
Quickly planting rice on the field after the land consolidation, Mr. Nguyen Cao Hung, hamlet 4, Lam Son commune happily shared his feelings about the "new commune chairman": "Mr. Chau is very enthusiastic, sociable with everyone and energetic, close to work, so we are very excited and confident". Comrade Nguyen Huy Chau said: "As one of the first key grassroots cadres of the district to be rotated horizontally, I feel both honored and demanding higher responsibility. Therefore, during the working process, I always try to complete my professional work well, gain the consensus of cadres in the agency to perform well the management work, creating development steps for the locality". In addition to rotating key leadership positions, Do Luong district has also implemented horizontal rotation of commune-level civil servants with titles such as: office - statistics, finance - accounting, justice - civil status, land administration - construction - agriculture, culture - society.
In addition, implementing Plan No. 28, in recent years, Do Luong district has deployed the rotation of district-level cadres to communes and towns; rotation of leaders, managers, and specialists associated with the arrangement and rearrangement between district-level departments, offices, and unions and transfers within each agency. Accordingly, 7 district-level cadres were rotated to some localities in the district such as Giang Son Dong and My Son communes, etc., of which 4 comrades were commune party committee secretaries; 3 comrades were deputy secretaries and commune people's committee chairmen. By early February 2015, all 7 comrades rotated to the grassroots level had been withdrawn to the district level.
According to the assessment of the Organizing Committee of Do Luong District Party Committee, the rotation of district-level cadres to hold key positions at the commune level has achieved many good results. The rotated cadres have promoted their moral qualities and working capacity, actively contributing to helping localities and units stabilize their organizational apparatus, promote the implementation of political tasks, and develop the economy and society. For the rotated cadres, this is also an opportunity to mature, accumulate more practical experience, raise awareness and have a more comprehensive leadership method. Along with that, in the opposite direction, during this term, 8 commune-level cadres were rotated to work in the district. These are cadres with professional capacity, good political ethics and have had grassroots experience, so they have approached the work quickly, ensuring the requirements set forth.
In another aspect, implementing Plan No. 28, the entire Do Luong district has had 24 cadres rotated horizontally between district-level agencies. These are leaders, managers, and specialists who have held their current positions and jobs for 5 years or more. Comrade Nguyen Dinh Khuong, previously held the position of Chairman of the People's Committee of Tan Son commune, was then transferred to the position of Deputy Head of the District Culture Department. From June 2012 to present, he has been rotated to the position of Chairman of the Do Luong District Farmers' Association. From culture to being in charge of the agricultural sector, farmers thought it would be very difficult, but having studied Agricultural Economics as well as accumulated management experience at the grassroots level, along with the attention of the Party Committee and the government, Comrade Khuong quickly approached the job and made many marks in leadership and management.
Sharing with us, comrade Khuong said: “In my opinion, horizontal rotation is correct and necessary. Because in a new position, the rotated cadre must have innovative thinking about leadership, direction and new ways of working, thereby promoting the cadre's ability. On the contrary, if the cadre takes on a job in a position for too long, it is easy to develop inertia in consciousness and work. Therefore, when rotated horizontally, I always try to improve myself to complete the task well according to the new requirements."

Discussing the work of rotating cadres, comrade Le Minh Phuc, Deputy Head of the Organization Board of Do Luong District Party Committee, said: The rotation and rearrangement of cadres is carried out on the principle of democratic centralism, ensuring publicity and transparency; combining ideological work and organizational work well; being cautious in the way of doing things, and being reasonable in the implementation roadmap. Therefore, after the rotation, the set goals in training, fostering, and using cadres at all levels and sectors in the locality have basically been achieved.
Trade and services drive development
With the advantage of being the intersection of important routes National Highway 7, National Highway 46, National Highway 15A, Do Luong has long been known as a center of trade, services, transit points, and distribution of goods to regions in the province. The "upstream" trading trips in folk songs and songs in the past are now present because regional markets, commercial centers, and supermarkets are continuously invested in and built to serve the needs not only in the district but also in the region. U market, Dai Son commune, the largest cattle trading market in the country has been operating for nearly 100 years, with 6 sessions per month. According to commune statistics, each session of U market has about 2,000 - 2,500 cattle brought by people and traders from everywhere to exchange, trade, and consume. The more majestic and beautiful the market is worthy of the title of “buffalo supermarket” in Nghe An when the U market has recently received an investment of more than 3 billion VND from the Livestock Competitiveness and Food Safety Project in the Agricultural Sector (LIFSAP) and nearly 1 billion VND from the commune to build the main market hall and pour concrete over the entire market area, creating an airy and clean space. From this wholesale market, many jobs and many service sectors have appeared and are developing more and more strongly: the profession of buffalo broker, the profession of guarding “posts” to tie buffaloes and cows, the bustling accommodation and dining services.
Comrade Nguyen Dinh Ba, Chairman of the Commune People's Committee, said: In order for U market to develop more strongly and meet the increasing needs of the people, the commune has proposed the district to approve the plan to expand U market, separating the cattle market and the people's market with mobilized capital sources. Accordingly, the entire U market will have an area of 21,000m2, of which the cattle market alone will be located behind, about 14,000m2 wide, with a system of horizontal and vertical roads convenient for vehicles and means of transporting and trading cattle.
Along with U market, Thuong Son market is also one of the 5 regional markets that have been invested in and upgraded quite completely, and especially here, LIFSAP has also invested in a chain of food stalls according to prescribed standards, creating a new face for this regional market. Not only are the 5 regional markets really effective, but in the past term, Do Luong has also implemented a step-by-step planning with investment, gradually upgrading the network of 33 markets in the communes, meeting the needs of people exchanging and buying and selling on the spot according to the new rural construction planning. While the regional markets all play a role in becoming commercial centers, exchanging goods in the commune cluster area, Do Luong Market Commercial Center has become the most important highlight in the chain, creating the attraction of a regional commercial - service center.
Currently, with a total surface area of 14,000m2, including nearly 1,100 business booths, Do Luong Market Trade Center operated by the Management Board has ensured the safe and effective operation of the commercial market, maintaining an annual fee of over 2 billion VND. It can be said that, developing services - trade, regional markets, rural markets, Do Luong is aiming to accelerate the urbanization rate in rural areas, increasing the turnover of goods in the market. Comrade Nguyen Huu Sang, Director of Do Luong Market Trade Center said: The Board has also developed a plan to submit to the District People's Committee with the goal of mobilizing capital to build the Center into a large-scale commercial highlight not only in the district but also towards the Southwest region's Trade Center. Only then can the Trade Center meet the requirements of development.

In addition to promoting the development of trade, services, rural markets and the district considers this an advantage, in the 2010 - 2015 term, it also focuses on developing industry - handicrafts and accelerating the urbanization process. The Town Industrial Cluster with an area of 7.8 hectares has attracted 13 enterprises to invest in production, of which 11 enterprises have entered stable production, creating a highlight in the Southeast of the Town.
Only when coming to Nguyen Nghia Company Limited can we see the dynamism and strong development of this enterprise when constantly innovating equipment and technology, worrying about changing the design of wooden handicraft products, creating regular jobs for nearly 100 workers. Another achievement in this field is that Lac Son Industrial Park has attracted PREX Vinh Company Limited, a company with 100% capital investment from KIDO Group Korea, specializing in the production of sportswear and waterproofing for export. Here, in addition to creating regular jobs for 3,500 workers, creating an annual export value of over 100 billion VND, it also creates a starting point to attract investment in this Industrial Park.
Mr. Nguyen Dinh Kieu, Deputy Head of the Department of Industry and Trade, said: Regarding the development of industry and handicrafts in the 2010-2015 term, Do Luong has built a project to develop systematically according to the plan, with a roadmap to attract investment. Therefore, in addition to completing the infrastructure of Lac Son Industrial Park to call for investment, the district also strengthens solutions to inspect and rectify the activities of enterprises that have invested and are investing, and resolutely handles enterprises that cause environmental pollution and outdated technology.
Another outstanding result in the 2010 - 2015 term is that Do Luong has had many solutions to accelerate urban development, creating premises for the formation of a Town in the future; expanding urban space to the Southeast and West such as completing infrastructure, service conditions of the Nam Vuon Xanh Urban Area; continuing to implement the Cau Dau Urban Area project such as completing resettlement work, opening the urban direction to the West along the Lam River. At the same time, planning 2 satellite towns including: Bai Son Town, Lam Son Town and approving Tan Son Town. It can be said that promoting the advantages of trade and services, attracting investment in developing industry - handicrafts and simultaneously planning to expand urban development space is a completely correct direction for Do Luong to orient itself to become the center of the Southwest region.
Comrade Hoang Quoc Viet, Vice Chairman of the District People's Committee, stated: In the coming time, to promote the development of trade and services, create a breakthrough in attracting investment, and develop urban space quickly, Do Luong will focus on building a plan to transform Do Luong Market Trade Center to be worthy of the regional center, creating a highlight of the district urban center. At the same time, reviewing the system of regional markets and retail markets in communes to attract investment capital for construction according to prescribed standards, the district is also actively implementing approved projects in this field.
Implementing the Resolution of the 19th District Party Congress, term 2010 - 2015, in the general difficult conditions, Do Luong district has had a development orientation based on potential and advantages, in which investing in consolidating the system of markets, trade centers, supermarkets, and at the same time taking care of the staff is considered a breakthrough.
Comrade Truong Hong Phuc, Secretary of the District Party Committee, affirmed: The results achieved in all fields are creating a new development orientation for Do Luong based on the advantages of a regional center in trade and services on the basis of planning, investment in construction and development of a system of markets, supermarkets, and commercial centers, creating a driving force to attract investment, accelerate the urbanization process and build new rural areas.
