Vinh City has 10 public works of 10 units affected. VNPT's fiber optic cable system, medium voltage, low voltage electricity, and domestic water are being relocated in a rolling manner, moving as construction progresses. However, up to this point, the project owners are looking for ways to temporarily relocate the boundary sections between the unfinished white corridor and the construction area. Units belonging to specialized sectors such as the military and railways currently have no relocation plan. In Cau Giat Town, there are 4 units affected: medium voltage, low voltage electricity, domestic water, VNPT fiber optic cable. Currently, the locality and affected units have only relocated 2,100/9,320m of communication lines, 50m/7,720m of drainage pipes, while the medium and low voltage power lines with a length of 3,860m have not been relocated.
A representative of the power line construction unit in Cau Giat Town said: "Because there is no space to relocate the power poles, we plan to temporarily install them in locations close to the construction site, but this plan will not ensure the safety of the power grid in Cau Giat Town." Regarding this issue, Project Management Board 85 recommends that the Ministry of Transport allow the contractor to relocate public works to work directly with local authorities to arrange appropriate land areas so as not to affect the structure of the National Highway 1A project.

According to the content of Document No. 13526/BGTVT-CQLXD dated December 12, 2013 of the Ministry of Transport directing the relocation of public works systems (electricity, water, information): If located within the approved road construction area, it must be reported to the Ministry for approval. Currently, the Ministry of Transport has allowed the construction of medium voltage electric poles in Cau Giat Town within 13.5m of previously cleared land. Mr. Nguyen Van Quy - Vice Chairman of Quynh Luu District People's Committee - Chairman of the Compensation and Site Clearance Council said: "Because we have just received a document from the Ministry of Transport, we have just built electric poles within 13.5m of the construction road edge on the section from Cau Giat Town to Quynh Hong Commune, and only on March 15th will we proceed to relocate the electrical system. In order for the construction unit to install drainage pipes, the domestic water pipes must be relocated. Therefore, the electric pole bases must be relocated first. Currently, the construction units are waiting for the electricity company to carry out the relocation."

In the same way, Dien Chau has relocated 9 km of the power line from Dien Yen to the Town, the water supply system has relocated 4 km/24 km in length. The 0.4KV power line from Dien Thanh (Km 425+900) to Dien An (Km 436+800) is deployed in 4 communes: Dien Thanh, Dien Thinh, Dien Trung and Dien An with a total length of 3.6 km. For the telecommunications infrastructure project on National Highway 1A through Dien Chau district, the route from Km 426+00 to Km 433+150, with a total length of 7.15 km, in the communes of Dien Thanh, Dien Thinh, Dien Trung and Dien An is being implemented according to the plan of relocating as construction progresses.
At the online conference reviewing the progress of site clearance on National Highway 1A and the Ho Chi Minh Road Project, Deputy Prime Minister Nguyen Xuan Phuc affirmed that the relocation of public works requires localities to arrange land for affected units. Affected units, such as owners of technical infrastructure works such as VNPT, Viettel, FPT, EVN, need to speed up the relocation of works within the scope of site clearance and properly implement their commitments to the traffic infrastructure management agencies when constructing the works, which must be completed before April 2014. In addition, localities need to direct, monitor, and closely supervise the relocation of public works and technical infrastructure works of project owners.
On March 12, in Quynh Hong - Quynh Luu commune, local authorities from the district to the grassroots directly mobilized and propagated households in hamlets 3 and 4 to hand over 160m in length to the construction unit. On March 11, in Mai Hung Ward - Hoang Mai Town, local authorities at all levels mobilized households to hand over 800m of the route. Currently, the total length handed over on the entire route is 60.02 km/73.8 km, reaching 81.32%. |
