Overcoming difficulties, striving to become the economic growth pole of Western Nghe An

(Baonghean) -Resolution 26 of the Politburo dated July 30, 2013 on the direction and tasks for the development of Nghe An province until 2020, which identifies Nghia Dan as the center of the high-tech agricultural zone, poses many issues for the district to solve, in order to soon put the resolution into practice, creating momentum to contribute to making Nghia Dan an economic growth pole of Western Nghe An.

After the separation to establish Thai Hoa Town, Nghia Dan faced many difficulties and shortages, the economy mainly depended on agricultural production, people's lives were still low, and infrastructure was almost non-existent. The district town center was only identified on the planning drawings, district-level agencies, departments, and branches had to rent headquarters to work, the staff was both lacking and not uniform. The fields of culture - society, education, and health were not yet developed. After 5 years of tireless efforts, Nghia Dan cadres and people united, overcame all difficulties, built their homeland to become more and more prosperous, gradually changing the face of the Northwest region of the province.

To achieve today's achievements, Nghia Dan first identified human resources as an important factor for the successful implementation of political tasks, so the Party Committee, the government, the Fatherland Front and the departments and organizations have paid attention to building the organization of the political system. Up to now, the staff has ensured the quantity and quality to meet the requirements of leadership, direction and operation to carry out local tasks.

The change and also the important highlight of Nghia Dan today is the presence of the district administrative center which is planned and built with spacious, modern, scientific high-rise buildings, ensuring effective service for activities. In addition, the district also focuses on directing and supporting localities to invest in building infrastructure, building working offices of Nghia Minh, Nghia Loc, Nghia Lac communes, upgrading inter-village and inter-commune roads and renovating works, lakes and dams in the district associated with the new rural construction program... contributing to changing the appearance from the grassroots to the district level.

Based on the potential advantages of the district, taking advantage of the attention and support of the province and the central government, Nghia Dan has exploited its potential reasonably, contributing to promoting rapid and sustainable economic growth. The economic growth rate is increasingly high. If in 2009, the economic growth rate reached 12.9%, then in 2013 it reached 16.16%. Budget revenue in 2009 reached 14,299 million VND, by 2013 it was more than 43 billion VND. Average production value per capita increased from 9.6 million VND to more than 30 million VND/person in 2013. The poverty rate in 2008 was 23.12%, now it has decreased to 16.97%.

Another success in 2013 must be mentioned in the field of budget collection. In 2013, the total budget collection of Nghia Dan reached 43 billion 985 million VND, an increase of 44.98% compared to the Resolution of the District People's Council, an increase of 43.56% compared to the same period and an increase of 68.01% compared to the plan assigned by the province, a great effort in the context of difficult budget collection of the whole province.

With its land potential and geographical location on the Ho Chi Minh Highway across Vietnam, Nghia Dan has been and is an ideal destination for investors, with many open and effective policies. The district has focused on drastic direction, the entire political system has actively participated, creating consensus among the people in land acquisition and site clearance. Thanks to that, up to now, a number of key projects have been implemented and brought about economic efficiency such as: the formation of Nghia Long and Nghia Hoi small industrial parks; the concentrated industrial dairy farming project has stabilized; the TH fresh milk factory inaugurated in May 2013, ... has contributed to changing the structure of the district's agricultural economy, while creating jobs for local workers. In 2013, May Forestry Joint Stock Company invested in building a wood and MDF fiberboard processing factory with a capacity of 8,800m3 of wood planks and 400,000m3 of MDF industrial fiberboard. This is the most modern factory in Southeast Asia, expected to be operational in the first quarter of 2014. In addition, the district continues to plan and implement a number of other projects such as the project of growing clean vegetables and medicinal plants... We believe that with favorable natural conditions, the consensus of the people, and a team of responsible and dedicated staff, Nghia Dan is always the priority choice and a trusted destination for many investors, contributing to creating a colorful economic picture in the Northwest region of Nghe An.

In the field of new rural construction, the district directed localities to implement new rural criteria according to the approved planning, especially 5 key communes: Nghia Khanh, Nghia Long, Nghia Binh, Nghia Hong and Nghia Hieu. Strengthen propaganda and mobilize people to join hands in building new rural areas. Up to now, 3 communes have achieved 10-12 criteria, 10 communes have achieved 5-9 criteria, other communes are continuing to strive to achieve over 5 criteria. Continue to mobilize farmers to "consolidate land, exchange plots", up to now it is being implemented in 6 communes, it is expected to be implemented in 6 more communes in 2014, in order to create conditions for intensive farming, commodity production and bringing machinery to the fields.

Along with economic development, the cultural and social fields have also seen many improvements. The district always pays attention to preserving and promoting the value of historical and cultural heritages: Ru Am Cave relic and Tru village banyan tree - the place marking the formation history of the Party Committee and the revolutionary struggle movement of the people of Nghia Dan, recognized as provincial historical relics. Cultural and artistic movements have been expanded and developed such as: preserving the cultural identity of the gong of the Tho ethnic group, the culture of the Thai people; the movement "All people unite to build a new life" has achieved many results, increasingly meeting the cultural enjoyment needs of the people. The education sector has achieved encouraging results, from the 17th position in the provincial rankings, by 2013 it had risen to the 13th position; the scale and network of schools have been maintained; Some schools and students have outstanding achievements in excellent student exams and university entrance exams, such as Nguyen Thanh Thong, the valedictorian with 29.5 points, which is a great honor for the Nghia Dan Education sector. Along with culture and education, the health sector is also prioritized and invested in. The district health center was newly built and put into use, performing two functions at the same time: preventive medicine and medical examination and treatment, basically meeting the health care needs of the people.

A journey of 5 years of overcoming difficulties for Nghia Dan today to have strong changes. That achievement was created thanks to promoting the strength of solidarity, unanimity, and joint efforts of the staff and people of the whole district. That is also the 3 right management method: "right situation", "right task" and "right method". In recognition of that achievement, in 2013, the Party Committee and people of all ethnic groups of Nghia Dan proudly received the First Class Labor Medal and the Emulation Flag awarded by the Prime Minister.

In 2014, in the context of the continuing economic difficulties, it is a year of drastic sprint to the finish line for the implementation of socio-economic, defense and security goals and targets set out in the Resolution of the 27th District Party Congress; the first year of implementing Resolution 26 of the Politburo, the Action Program to implement Resolution 26 of the province and Program No. 15-CTr/HU dated November 6, 2013 of the Standing Committee of the District Party Committee on the implementation of Resolution 26, Nghia Dan will continue to carry out a number of key tasks.

That is, reviewing and supplementing planning and policies, implementing key projects and works, completing the headquarters of some units under construction; promoting production and business, effectively implementing solutions to improve growth quality associated with environmental protection. Focusing on implementing the new rural construction program, striving for each commune to increase by 2-3 criteria. Paying attention to attracting investment, implementing high-tech agricultural projects to create economic breakthroughs according to Resolution 26 and Action Program No. 15; strengthening hunger eradication and poverty reduction, ensuring social security, promoting the development of cultural and social fields and solving pressing issues; strengthening national defense and security, ensuring social order and safety. Doing a good job of forecasting, grasping the security, political, ideological and public opinion situation, not allowing hot spots and outstanding complications to occur; Promote administrative reform, prevent corruption, practice thrift, combat waste, thoroughly resolve complaints and denunciations right at the grassroots level; improve public ethics and the spirit of serving the people of cadres and civil servants; organize leadership, direction and management to successfully implement the socio-economic targets of 2014.
