Dien Cat Commune (Dien Chau): Joining forces to build new rural areas

(Baonghean) - Dien Cat is a purely agricultural commune with a total natural area of ​​718.18 hectares; 1696 households with 6953 people distributed in 9 hamlets. The economic life of the people is mainly from agricultural production combined with small trade and other common labor occupations.

Immediately after the new rural area program was implemented, the commune promptly established a steering committee for new rural area construction; organized meetings from the commune down to the hamlets, gathered people's opinions, discussed democratically, from which there were practical resolutions, appropriate action programs and effective implementation solutions.

During the implementation process, the commune selected appropriate content and criteria, close to local conditions, while promoting the inherent traditions of each hamlet, each clan, each family in the new rural construction movement. At the same time, it promoted propaganda for all classes of people to understand the importance of new rural construction, focusing on clearly analyzing in the community about 19 criteria in 5 groups of content; people directly do, people directly benefit.

The commune regularly updates and disseminates to hamlets advanced models in the new rural construction movement, thereby arousing the spirit of solidarity and cooperation. In addition, hamlet meetings are held to emphasize: To successfully build the new rural program, priority must be given to promoting economic development sectors; improving and enhancing the quality of life.

The commune has also developed a project to improve the fields, convert small plots of land into large plots, replicate farm economic models... to increase income for the people. Currently, the whole commune has formed many production and livestock models such as: Model of raising buffaloes, cows, pigs in herds; model of growing commercial pumpkins on two-rice land; model of large-scale rice fields producing VT-NA2 rice with an area of ​​50 hectares in the fields of hamlets 6,7; VAC farm model in the planning areas is quite effective and is continuing to be replicated.

After more than 5 years of efforts to build a new rural area, Dien Cat commune has mobilized 233,780 billion VND, of which people contributed 158,62 billion VND. In addition, people also voluntarily donated thousands of square meters of land to build surrounding walls and expand inter-village roads.

Since then, the commune has maintained, repaired and renewed 6.1 km of commune and inter-commune roads; 7.5/16 km of village and hamlet roads; solidified 13.76/16.16 km of drainage ditches and intra-field canals; standardized 3 levels of schools and health stations to meet national standards; the commune has a multi-purpose cultural house with a scale of 200 seats built on a campus of 5,300 m2 at the commune administrative center and a 6,143 m2 stadium invested in upgrading and being spacious, 100% of hamlets have cultural houses...

In particular, from 2013 to present, Dien Cat commune has focused on promoting vocational training and job creation for rural workers such as: livestock breeding techniques, cultivation of some key crop and livestock varieties to ensure that farmers have enough knowledge and techniques to gradually switch to commodity production. At the same time, creating conditions for workers to access preferential loans to develop production through many different programs such as: Clean water sanitation program, hunger eradication and poverty reduction program for near-poor households; student loan program, etc.

Thanks to that, people's living standards have been raised, workers have conditions to expand their professions, have capital for production, the number of workers with jobs in the commune accounts for a high proportion (as of July 1, 2016, the total number of people of working age in the commune is 3,049 people; the actual number of workers is 2,780 people, of which 2,540 people have regular jobs, accounting for 91%).

In addition, Dien Cat commune also promotes economic development through the conversion of crops and livestock to increase productivity and quality. Average income per capita reaches 29 million VND/year; poor households decreased from 28% in 2011 to 4.53% in 2016.

The new rural areas have brought joy to people when the quality of life has been improved both materially and spiritually. The movement of the whole people uniting to build a cultural life, building cultural villages, and cultural families has been actively responded to by the people; the rate of cultural families reached 88.5%; 8/9 hamlets have achieved the title of cultural hamlet. Policies for people with meritorious services and social security policies, poverty reduction, and job creation have achieved many results. Attention has been paid to the work of encouraging learning and talent; in hamlets, all clans have funds for encouraging learning. 100% of households have sanitary facilities.

Focusing on directing the implementation of environmental sanitation work, with the issuance of a project to collect and treat waste centrally, the commune has basically ensured a green - clean - beautiful environment. Every month, the people are mobilized to clean up the environment, each organization is responsible for 1 - 2 green, clean and beautiful roads. The Women's Union effectively implements the model of "5 no 3 clean"...

At the same time, Dien Cat commune pays special attention to leadership and direction in building a strong political system. For many consecutive years, the commune Party Committee has been recognized as a strong political system. The staff and civil servants have capacity, qualifications, and a high sense of responsibility, 100% of civil servants meet the prescribed standards. The government is annually assessed to have fulfilled its tasks well, the Fatherland Front and its member organizations are continuously ranked as excellent.

In the coming time, the Party Committee and the government of Dien Cat commune are determined to continue to consolidate and improve the level of achieving the new rural criteria, and carry out effective and sustainable socio-economic development.
