Dien Dong Commune (Dien Chau): Anticipating town planning

(Baonghean) - In the 2010 - 2015 term, the Dien Dong Commune Party Committee focused on directing the promotion of the application of science and technology in agricultural production; production according to market demand; directing the Cooperative to perform service stages to ensure economic development and cultivation activities. Implementing the conversion of a number of high-quality and productive crops such as rice, sugarcane, corn, off-season vegetables, fruit trees, and flower growing for good income. From the implementation of "land consolidation and plot exchange", the average has decreased from 5.12 plots/household to 2.3 plots/household; the value of the cultivation industry reached 22,914 billion VND, accounting for 51.17% of the value of agricultural production.

Along with agricultural development, the locality has directed the development of wood processing and construction mechanical production facilities, contributing to accelerating the economic restructuring process, gradually solving employment for workers; up to now, there are over 150 households and production facilities in the commune; the leaf cake craft village continues to maintain and provide stable income. Services and trade continue to attract many components and types of production and business; the volume of retail goods and annual revenue have increased sharply, the whole commune has 5 enterprises, 557 households with side jobs, 223 service households, 20 cars of all kinds.

Other economic sectors such as off-season farming and labor export have brought in good incomes, estimated at over 10 billion VND per year. The value of services and trade by the end of the term reached 61,267 billion VND, an average increase of 20.8% per year. As a result, the economy shifted in the right direction, with the average economic growth rate in the 2010-2015 period increasing by 11.5%; average income per capita reached 25.7 million VND per year.

The Party Committee has issued a specialized resolution on new rural construction, stepped up direction in developing projects and plans to implement the criteria; mobilized people to donate 163,415m2 of land to build roads and welfare works and contributed thousands of working days, the result so far has been to achieve 14/19 new rural criteria (at the beginning of the term, only 6 criteria were achieved).

There has been much progress in the cultural and social fields. The Party Committee has focused on leading and directing the building of the title of cultural village, unit, and family, ensuring continuous improvement of quality and basically maintaining the title every year; the rate of cultural families every year reaches 85%; continuing education activities are given attention, facilities, basic teaching and learning equipment are met; schools maintain national standards, the teaching staff is constantly strengthened in terms of quality and working capacity; the rate of students graduating from junior high school regularly reaches 99% or more; in the past 5 years, the number of students passing the university entrance exam is 145, 24 are excellent students at the provincial level, 192 are excellent students at the district level, 425 are excellent students at the school level, 1,328 are advanced and excellent advanced students, every year the number of students passing the high school entrance exam is always at the top of the district. Activities to encourage learning and talent from the commune to the grassroots level, villages, clans, and families are given attention.

Medical activities and public health care are given attention, national health programs and preventive medicine are regularly implemented well; the professional qualifications and medical ethics of the medical staff are constantly improved, the commune health station is always at the top of the district in terms of expertise. Political security and social order and safety are maintained, regular leadership and direction are given to develop and implement plans to maintain security and order and launch the movement "All people protect national security".

The work of organizing cadres has been given attention, 11 cadres have been sent to attend political theory classes, university courses and many cadre training courses. The work of the Party cell has had many innovations, the quality of activities has been constantly improved, the work of Party members has been given attention such as activities, introducing and admitting outstanding masses into the Party; 22 masses have been admitted into the Party.

The results achieved in the past term, along with the progress of new rural construction and the preparation for approval of the Dien Dong town planning point of the province, the strong shift in trade and services in the area as well as the diligence and dynamism of the people, all will create the motivation and opportunities for Dien Dong to develop rapidly in all aspects.

Entering the 2015 - 2020 term, the Party Committee and people of Dien Dong commune continue to promote all existing resources, with the combined strength of the entire Party and people, combining to seek the help of superiors, utilizing all resources for investment in socio-economic development; focusing on spirit and material to compete to build Dien Dong commune to soon achieve the status of a new rural commune and become a well-off commune of Dien Chau district by 2020.

In the 2015 - 2020 term, Dien Dong Commune Party Committee strives to achieve a number of important targets such as: the average growth rate of production value in the 2016 - 2020 period is 11-11.5%/year; total income in terms of value of all sectors by the end of the term reaches 302,879 billion VND; average income per capita (current price) by the end of the term is 51.8 million VND; the value of the agricultural sector increases by 5.5 - 6%/year, accounting for 20%; Industry - handicrafts - construction increases by 18.5 - 19%/year, accounting for 28%; services - trade increases by 21 - 22%/year, accounting for 53% of total production value. Complete the criteria of the national target of building new rural areas in 2016 - 2017. The whole commune has 80 - 90% of hamlets and units achieving and maintaining the title of cultural village; the rate of cultural families is over 80%; the rate of poor households is under 4%; the Party Committee annually achieves the title of Strong and Excellent People; the People's Committee of the commune, the Fatherland Front and other organizations annually achieve and excellently complete their tasks.
