Dien Thinh Commune (Dien Chau): Aiming for a model new rural area

(Baonghean) - Since 2010, in the development planning, the Party Committee of Dien Thinh commune (Dien Chau) set the goal of "mobilizing all available potential resources for investment and development, accelerating growth, shifting the economic structure towards services - trade, tourism; small-scale industry and agriculture - forestry - fishery to make Dien Thinh one of the communes with the highest economic growth rate in Dien Chau district by the end of the term...".

By the end of 2014, Dien Thinh's production value reached 374.5 billion VND, nearly double that of 2010, reaching and exceeding 100% of the set target; average income per capita was 27.6 million VND, nearly double that of 2010 at 15.24 million VND/person and is expected to reach 33 million VND/person/year by the end of 2015. To create the above production value and income level, the commune has maintained an average economic growth rate of 18% over the past 5 years; the economic structure has shifted in the right direction when the proportion of industry - construction and services accounts for more than 2/3 and the proportion of agriculture has decreased to less than 1/3.

Regarding agriculture, thanks to proactive land consolidation, plot exchange and crop structure conversion, the average land use coefficient of the commune is 3.3 times/year; currently the commune only has an average of 1.66 plots/household, each plot has an area of ​​653m2. After land conversion, the entire canal system and intra-field traffic were redesigned to serve agricultural production, so the area, productivity and output of crops all increased; livestock farming basically developed stably. One of the achievements of the commune is to mobilize the people and exploit the advantages of a coastal commune to develop fishing, seafood and aquaculture, thereby creating new jobs and income for the people.

Regarding the task of building new rural areas, identifying this as the top priority goal, the commune called for the mobilization of people's strength and received over 77 billion VND; at the same time, supported investment in upgrading 1.8 km of inter-commune roads, 11.8 km of rural concrete roads; actively supplemented and completed many missing criteria. Thanks to that, after only 3 years of implementation, at the end of 2014, Dien Thinh was one of the first communes of Dien Chau district to complete 19/19 criteria, meeting national standards on building new rural areas.

Regarding small-scale industry, basic construction, and service sectors, in addition to 3 service cooperatives and people's credit funds, the commune has 13 private enterprises and many agents operating in trade and services. Therefore, at any time and anywhere, people can participate in service activities such as purchasing agricultural products such as peanuts, sesame, corn, rice, transportation, and small-scale trading... In addition to over 620 workers going abroad, the commune has about 2,000 workers regularly going to work in other provinces, contributing to increasing the overall income of the whole commune.

Agricultural service cooperatives do business, production services such as fertilizers, materials, seeds... annually, after deducting expenses, have a profit of 246 - 256 million VND/each cooperative. The Commune People's Credit Fund has expanded its area of ​​operation to Dien Thanh and Dien An communes. It has performed well the function of mobilizing capital for lending to people, serving the development of production, business, and construction; up to now, there are 2,510 members, outstanding loans of 89.6 billion VND, after deducting expenses, the profit is 1.2 billion VND/year, an increase of 300% compared to the beginning of the term.

Thanks to the vibrant economic activities, the budget revenue in the commune has continuously increased over the years. By 2015, the budget revenue in the commune increased more than 3 times compared to the beginning of the term and strives to continue to increase in the coming time. With economic development, the commune has more resources and the people have conditions, so the school facilities have been invested in and upgraded to ensure good teaching and learning; the new cultural life in the community has made much progress and gone into depth. In 2014, 92% of families achieved the title of Cultural Family, 16/22 hamlets, 6 clans, 3 schools, medical stations, credit funds, and communal offices achieved the title of cultural unit at the district and provincial levels; 100% of children are vaccinated against infectious diseases and given vitamin A every year...

Comrade Dang Vi, Secretary of the Party Committee of Dien Thinh commune, shared: One of the lessons and factors ensuring success is that the commune has built a comprehensive and strong political system; the collective Party Committee, government and organizations are truly united for the common development goal of the commune. The Party Committee of the commune takes care of building the Party and building a team of cadres; regularly conducts inspections and supervisions to maintain Party discipline; seriously organizes and implements studying and following the moral example of Ho Chi Minh according to Directive No. 03 and reviews and criticizes according to Resolution 4 of the Central Committee (term XI)... In 2014, the Party Committee, government and people of Dien Thinh were honored to receive the Flag of Excellent Emulation Unit from the Provincial People's Committee; many individuals received Certificates of Merit in the patriotic emulation movement.

...To maintain the growth momentum and strive to become a comprehensively developed and strong commune and a model new-style rural commune, Dien Thinh commune determines to continue to mobilize all available resources to the maximum, effectively take advantage of the support of superiors to accelerate the economic restructuring towards increasing the proportion of small-scale industry - construction, trade services; gradually forming crop production areas, building large-scale model fields, linking production with finding output for agricultural products. In addition, paying attention to effectively implementing the socialization goals of education, health care, job creation, hunger eradication and poverty reduction for the people...

Hopefully, with the lessons that the Party Committee and the communal government have accumulated and the creativity in arousing and motivating the people to effectively exploit the potential advantages of the locality, Dien Thinh will soon achieve the socio-economic targets to become a comprehensively strong top commune of Dien Chau district.
