Visiting the sugarcane plantation in the Ham Chu hill area of ​​Mr. Truong Hai Ho, a resident of Ke Mui hamlet, Mr. Ho's sugarcane plantation is vast. He said that the irrigation water source here is scarce, so only sugarcane can "survive"; before sugarcane was introduced, people were hungry all year round. This year, the price of sugarcane is only 820,000 VND/ton, but thanks to the sugarcane's high sugar content, the income is also acceptable. Song Con sugar factory invested in fertilizer, seeds, and land preparation, Mr. Ho hired more workers to cultivate sugarcane. He was able to build a big house thanks to growing sugarcane and raising buffaloes, cows, and chickens at the farm... And Ms. Binh's farm in Long Van hamlet is also a typical example of rising up to eliminate hunger and reduce poverty in Giai Xuan commune. Coming from Dien Chau to start a business, Ms. Binh promoted raising pigs, chickens, buffaloes, and cows. She also opened a kiosk for fertilizer, animal feed, and milling services... Thanks to that, the family economy is quite stable, with an annual income of nearly 100 million VND. Giai Xuan also has many good economic models such as Nguyen Van Hieu in Ke Mui hamlet growing 20 hectares of sugarcane, Nguyen Van Theo, Nguyen Van Mien, Tan Mung hamlet raising nearly 20 breeding buffaloes and cows/household...

During the 2010 - 2015 term, the Party Committee of Giai Xuan commune has promoted a high sense of responsibility, led and directed economic development in the area, achieving many results: The average economic growth rate is estimated at 23%/year, the total production value in 2014 reached 167,600 billion VND, estimated to reach 186,800 billion VND in 2015, an increase of 3.47 times compared to 2010, reaching 167% of the congress's target. Average income in 2014 reached 19,376 million VND/person, estimated to reach 21.6 million VND/person in 2015. Total food output in paddy equivalent in 2014 reached 2,214 tons, estimated to reach 2,319 tons in 2015. The commune has increased the area of ​​industrial crops, of which sugarcane: 1,200 ha, accounting for nearly 1/4 of the district's sugarcane area, cassava 230 ha. Livestock has developed quite well, focusing on improving the quality of the total herd; the total herd of buffalo in 2014 is estimated at 2,050 heads, 930 cows, 2,200 pigs, 37,200 poultry, average fish output is 42 tons/year. Livestock value increased 4.43 times compared to 2010. The work of zoning, protection, and fire prevention and control has been strengthened.

During the term, Giai Xuan was planned as a town to serve the local socio-economic development program. The commune has 3 private enterprises, 120 households trading and consuming goods and agricultural products in the area; petroleum, electronics, household electricity, and garment products continue to be developed. The production value of the service - trade sector increased and accounted for 23% of the total average annual production value. The infrastructure system was invested in, upgraded and renewed. During the term, 9.4 km of asphalt road was added; 5.9 km of concrete road; 1.8 km of canals were reinforced, route 71 was upgraded, bridges, 2 dams, domestic water systems were built...; the electricity line was upgraded, increasing the rate of households using electricity to 99.8% in 2015; The total construction investment value in 5 years is 82.6 billion VND, of which the internal resources from the people are 37.4 billion VND, an increase of 3.27 times compared to the beginning of the term.

Talking about the breakthrough results of the 2010 - 2015 term, comrade Nguyen Duy Ket, Chairman of the Commune People's Committee said: Giai Xuan's economy has continued to have quite comprehensive development, the average annual growth rate reached 23%, the proportion of agriculture - forestry increased sharply, being the key sugarcane material area of ​​Tan Ky. Average income per capita increased 3.2 times compared to the beginning of the term. Promoting internal resources effectively, combined with attracting investment from superiors, the infrastructure continued to be completed, the material and spiritual life of the people was constantly improved, the annual poverty rate decreased by 8%. New rural construction increased 4 criteria compared to the beginning of the term. The industrial sector - handicrafts, services, and construction in the area continue to develop. The total investment capital of credit programs is 32.6 billion VND, an increase of more than 3 times compared to the beginning of the term, the poverty rate has decreased by an average of 8%/year, from 53.6% in 2010 to 13.5% in 2015.

Social policies and policies for people with meritorious services have been well implemented, such as: Program 135, Sustainable Poverty Reduction Target Program, mountainous ethnic minority policies; support for repairing and renovating 42 houses of gratitude, charity and great solidarity. Culture and society have improved their overall quality; in terms of education, facilities have been invested to meet teaching and learning needs, 62% of classrooms meet standards; socialization of education has been responded to by the people, maintaining universal education at all 3 levels, the average annual grade passing rate is 99%, the primary school completion rate is 100%, 100% of teachers meet and exceed standards; 2 more schools have met national standards, bringing the total number to 3/4 schools. The commune has met national standards in health care. Cultural, artistic and sports movements continue to be promoted...

The coordination between the Party Committee, the government, the Fatherland Front and mass organizations has been implemented in accordance with regulations and promoted effectively, becoming a solid support for the government. The Commune will coordinate with enterprises to invest in intensive cultivation of high-yield industrial crops, develop more rubber so that by 2020 the area will reach 77 hectares, of which the harvested area will be 54 hectares, to have an output of 210.6 tons by 2020. Create a good environment for many businesses, private individuals, and small traders to invest in the area, trade goods, especially buying and selling, and consuming agricultural products for the people.
