Clearly identifying that 2012 would be difficult in mobilizing investment capital for the clean water supply and rural environmental sanitation sector, from the beginning of the year, the sectors responsible for implementing the program (Department of Agriculture and Rural Development, Health, Education and Training) actively coordinated to develop plans and organize implementation. During the implementation process, the clean water and rural environmental sanitation program was integrated into many programs and projects (such as mountainous policy programs, 134/CP, 135/CP, Program 30a...). Along with that, the active participation of functional agencies through many practical activities such as distributing communication materials to people in 10 districts in the province on the content of clean water use, so the clean water and rural environmental sanitation program has created high efficiency.

Up to now, along with the investment capital of the National Target Program on Clean Water and Rural Environmental Sanitation of 23.7 billion VND, the provincial budget has also invested 12 billion VND, preferential credit capital, the revolving fund of the Women's Union of 24 billion VND and capital mobilized from the people of more than 45 billion VND. Through that capital, many clean water supply and toilet facilities that meet standards have been built.

Due to the characteristics of small, individual water supply projects (drilled wells, open wells, tanks, water storage tanks, etc.) using shallow water sources, river water, streams, and untreated rainwater, the rate of people using clean water meeting QCVN 02: 2009/RYT in the province is currently only 25.7%. Therefore, in recent times, the province has prioritized investment capital for projects to build centralized water supply projects with modern water treatment technology and large capacity to serve many households in rural areas. In 2012, 17 centralized clean water supply projects were implemented, of which 10 projects continued (from 2011) and 7 new projects started. The capital allocated this year is nearly 21.5 billion VND (of which the capital from the National Target Program is 17.7 billion VND). Up to now, at the projects, the total volume of implementation has reached 15.7 billion VND.

The leader of the Center for Clean Water and Rural Environmental Sanitation said: Despite many difficulties in the implementation process, thanks to the attention and support of all levels, sectors, non-governmental organizations and the active participation of the people, the national target program on clean water and rural environmental sanitation has been effectively implemented. With this advantage, our province will complete the target set for 2012, which is the rate of population using hygienic water reaching 67%, of which 27% of people use clean water according to QCVN 02 and 44% of households have standard toilets. However, in the coming time, the program on clean water and rural environmental sanitation is in great need of timely support in terms of capital; Along with that, there needs to be appropriate mechanisms and policies to attract organizations and economic sectors to invest in this field, only then can we create diversity in investment capital sources, while at the same time, new water supply projects ensure sustainability...
