Hung Chinh Commune (Vinh City): Creative and effective in promoting advantages

(Baonghean)- Right from the beginning of the 2010-2015 term, the Party Committee of Hung Chinh commune (Vinh city) determined the goal of promoting industrialization, modernization and building a strong and clean Party Committee.

Thanks to flexibility in directing and managing economic development, creating an average growth rate of 7.7%; average income per capita by 2015 is estimated to reach 29.5 million VND/year (at the beginning of the period it was 16.8 million VND); total production value (at 2010 constant prices) in 2014 reached 145.3 billion VND, estimated to be 160 billion VND in 2015. The poverty rate decreased from 4.8% in 2010 to 0.83% in 2015 (the congress's target was 1.8%)...

Regarding industrial development - handicrafts - construction, the commune has created favorable conditions for organizations, individuals, and businesses to develop, diversify occupations, attract many workers, restore and develop traditional occupations such as: mechanical production, woodworking, construction materials production, garment and agricultural product processing... In the area, there are currently 2 cooperatives, 6 limited liability companies, 9 private enterprises, creating jobs for 150 workers.

Implementing the National Target Program on New Rural Construction, Hung Chinh commune was chosen by the city as a pilot. In addition to directing economic development. The Party Committee advocates promoting the mobilization of all resources to achieve a total value of funding for new rural construction over 4 years of 54,578 billion VND, of which people contributed 11.12 billion VND and 7,700 working days, donating 1,850m2 of land. In 2010, the commune only met 5 criteria; by 2014, it met 15 criteria, striving to meet 19/19 new rural criteria by the end of 2015.

Hung Chinh also created clear results in the cultural field, improving the spiritual life of the people, creating a foundation for preserving and promoting cultural identity and good moral values. Implementing the movement "All people unite to build a cultural life in residential areas" with increasingly high quality and depth, during the term, the commune was recognized by the city for 3 more cultural hamlets, bringing the total number of hamlets achieving cultural hamlets to 7/8 hamlets, the rate of cultural families annually reached 86% (achieving the target set by the Congress), sports families reached 45%. Education work is regularly cared for, focusing on implementing Resolution No. 05 of the City Party Committee on "Improving the quality of education and training in the period 2012 - 2015 and the following years". The primary school maintains level II standards, the kindergarten meets level I standards. The secondary school is focusing on and completing the application for recognition of standards in the third quarter of 2015. The Association for Promotion of Education and the Community Learning Center regularly operate effectively, contributing to promoting the development of the commune's educational movement.

The Party Committee of Hung Chinh commune always attaches importance to local defense and military work, regularly directs the practice of combat readiness plans, successfully completes the work of national defense education and training, military recruitment and military rear policies. Promote the movement of the entire people to protect national security in conjunction with focusing on attacking and suppressing crimes and social evils, promptly resolving complicated issues occurring in the area; build and deploy models of clean drug-free neighborhoods; self-management team models...

The Party Committee of the commune has also seriously implemented the Resolution of the Central Committee 4 (term XI) "Some urgent issues on Party building at present" in conjunction with the implementation of Directive 03 - CT/TW on "Continuing to promote the study and following of Ho Chi Minh's moral example"; promptly disseminated to all cadres, party members and people; organized to honor 5 collectives and 29 typical individuals following Uncle Ho.

Promoting the achievements and lessons learned from the past term, Hung Chinh commune confidently enters a new development stage with the goal of renewing thinking and leadership methods; promoting internal strength, maximizing all available resources, potentials and advantages of the locality; taking advantage of the support of the province and city, building a solid and comprehensively developed ward; rapid economic growth, gradually improving the material and spiritual life of the people, maintaining political and social stability; building a strong and comprehensive Party, government, Fatherland Front and mass organizations...

The goal of the commune is to promote the strength of the great solidarity of the people, mobilize maximum resources to build Hung Chinh commune into a model new rural commune of the city. Accordingly, the average growth rate is 11.9%/year; by 2020, the average income per capita will reach 37.2 million VND, the total budget revenue will reach 17,377.4 million VND. Promote the new rural construction movement, focusing on completing the remaining criteria and approved and constructed projects in the area; the total number of construction projects in the term is expected to be 26 projects with a total investment of 62.2 billion VND...

With the above goals and targets, the Party Congress of Hung Chinh commune for the 2015 - 2020 term focused on discussing the most creative and appropriate implementation solutions and exploiting the great potential and advantages in the area, building a strong commune, contributing to the development of Vinh City towards the development center of the region.
