Hung Hoa Commune (Vinh City): Creating a dynamic rhythm in the suburbs

And the positive breakthrough started from the last term with the strong participation of the Party Committee and the government, economic development policies gradually entered life, awakening the people's inner strength, achieving many achievements in all fields.

Right from the beginning of the 2010 - 2015 term, Hung Hoa Party Committee determined the goal of promoting industrialization, modernization and building a clean and strong Party Committee; being flexible in directing and operating economic development, the average growth rate reached 8%; the average income per capita has reached 20 million VND/year (at the beginning of the term it was 8.3 million VND). The economic structure continues to shift towards industry - agriculture - services. The average value of industrial and construction production increased by 11.7%, from 50.6 billion VND to 88 billion VND. The value of service production increased by 11% on average, from 8.3 billion VND to 13.9 billion VND. These are impressive numbers marking the efforts of Hung Hoa Party Committee throughout the term. Hung Hoa is also the city's pioneer commune in implementing high-quality rice production models, farm models, and family farms... with an estimated total income of 90-100 million VND/ha. In addition, the commune has also successfully applied models of raising safe biological chickens, spotted catfish, and sea bass... contributing to increasing people's income.

Regarding new rural construction, up to this point, Hung Hoa has completed the criteria according to the National Criteria; in which it is noted that many essential works have been built such as: Roads to the commune center, inter-village and inter-commune roads and many other important construction works; the total value of basic construction reached 65.85 billion VND, an increase of 34.4% compared to the previous term...

Socialization of healthcare and the quality of medical examination and treatment have been increasingly improved; the rate of malnourished children has decreased from 15.3% to 9.5%. Population and family planning work has been focused on creating positive changes. Social security, hunger eradication and poverty reduction, and job creation have been effectively implemented. Activities such as creating loans to create jobs, exporting labor, vocational training, etc. have contributed to helping Hung Hoa quickly and sustainably reduce the number of poor households, and the rate of well-off and rich households has increased (the rate of poor households has decreased from 10.9% to 2%).

Hung Hoa also achieved remarkable results in the cultural field, improving the spiritual life of the people, creating a solid foundation for preserving and promoting the cultural identity and good moral values ​​of the nation, creating a healthy cultural environment, preventing and repelling social evils. Every year, the commune strengthens the Steering Committee of the movement of the whole people uniting to build a cultural life, so that the movement goes deeper and has practical results. During the term, the commune was recognized by the city as 3 more cultural hamlets, bringing the total number of cultural hamlets to 6/8 hamlets, the rate of cultural families annually reaching 89 - 92%. At the end of April, Ba Co Temple - a historical and cultural work in the commune was recognized as a national historical and cultural relic. And especially, a spacious construction, an important cultural and traditional address, has been built: General Chu Huy Man Memorial House, where relics, documents and images of the vibrant revolutionary life of the outstanding son of Hung Hoa land are preserved.

The socialization of cultural, sports and physical training activities has been directed by the Party Committee and the government, especially in the construction of cultural institutions at the grassroots level. The education and training career continues to be maintained, consolidated and developed through the effective implementation of the innovation of general education programs and the innovation of educational management methods, thereby continuously improving the quality of comprehensive education and having positive changes in a more substantial direction. The rate of students recognized as having completed primary school reached 100%, and the rate of students graduating from junior high school and high school reached 96-98%; the provincial excellent student exams at all levels achieved high rankings; in the 2014-2015 university entrance exam, the commune had 1 student who was the valedictorian of the Army Academy.

The Party Committee of Hung Hoa commune always attaches importance to local defense and military work, regularly directs the practice of combat readiness plans, successfully completes the work of national defense education and training, military recruitment and military rear policies. Thanks to that, the security and order situation in the commune over the past years has not had any major incidents that disrupt people's lives.

The Party Committee of the commune has also seriously implemented the Resolution of the Central Committee 4 (term XI) "Some urgent issues on Party building at present" in conjunction with the implementation of Directive 03 - CT/TW "on continuing to promote studying and following the moral example of Ho Chi Minh"; promptly disseminated to all cadres, party members and people.

Coming to Hung Hoa these days, one cannot help but be surprised by the many changes in the poor suburban countryside. The 5-year term of 2010 - 2015 is coming to an end, the achievements in the fields of politics, economy - culture, society, national defense - security are the premise, the driving force and the important driving force for Hung Hoa to continue to propose appropriate development programs, thereby leading the people to successfully carry out the tasks in the term 2015 - 2020. In the future, when the city implements Decision 52/QD-TTg on approving the adjustment of the master plan to 2030, vision 2050, with the advantage of a countryside rich in revolutionary tradition, rich in cultural identity, natural resources, and rich human resources, we believe that Hung Hoa will contribute worthily with the city to go further in the process of integration and common development.
